Settlement Project Manager

Settlement Project Manager is primarily responsible for the quality standards
in the construction of the shelters through the CRS’ emergency response
programming in Bidi Bidi Refugee Settlement Camp. S/he will work closely with
the shelter and settlement project manager, community mobilization officer and
target communities to ensure the design and implementation of shelter
programming meets the highest technical and accountability standards. S/he will
provide technical input to shelter needs assessment, in collaboration with the
Yumbe-based Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
and the Community Mobilization Officers. S/he will participate in the
orientations and trainings provided to hired labor or volunteers and respected
third parties in the host community as needed.
Responsibilities:
- Ensure shelter construction is in
accordance with design specifications through site visits. - Prepare and submit field reports and
maintain a filing system for project documentation. - Evaluate and process payments for skilled
and unskilled labor. - Evaluate performance of carpenters and
hired labor to ensure shelter quality and safety. - The jobholder will ensure that design
concerns raised by hired labor or beneficiaries are raised to the shelter
and settlement project manager. - Work closely with other CRS departments
concerning all aspects of project implementation. - Promote safety driven construction
practices (safety culture) by regular review of project site safety
initiatives and compliance by contractor. - Ensure procurement of shelter materials
are of high quality and delivered on time.
Experience:
- The ideal candidate for the Catholic
Relief Services (CRS) Shelter and Settlement Technical Officer job
placement must hold a Bachelor’s Degree in engineering, or extensive
equivalent experience - At least five years of relevant work
experience as building trade carpenter mason specializing in local
construction methods specific to northern Uganda. - Extensive knowledge of local building
design standards; experience with humanitarian shelter a plus. - Previous experience working in West Nile
sub-region, Yumbe district preferred. - Demonstrated ability to build/work in a
team and to manage and motivate personnel drawing on individual skills to
advance agendas and problem solving. - Familiarity with affected population’s
culture, ability to develop the respect from a wide range of people and to
communicate effectively on appropriate shelter solutions. - Excellent communication and negotiation
skills. - Strong knowledge and experience of working
with local/community partners. - Fluency in English with good verbal and
written communication skills. - Significant experience with assessments
and analytical and planning skills. - Excellent interpersonal skills and
consensus-building. - Proven experience of integrity and
professionalism. - Ability to work in partnership with local
communities and NGOs as appropriate. - Self-reliance and an ability to work in a
challenging and demanding environment.
