International
Health Integration to Enhance Services in Eastern Uganda (RHITES-E)
in North Carolina, United States and has been working in over 30 years in over
100 countries. IntraHealth has empowered health workers to better serve
communities in need. IntraHealth fosters local solutions to health care
challenges by improving health worker performance, strengthening health
systems, harnessing technology, and leveraging partnerships. In collaboration

workers to health facility managers—and works to ensure they have the tools,
supplies, information, training, and support they need to provide communities

Services in Eastern Uganda (RHITES-E) activity in Uganda. The purpose of the
RHITES-E activity is to increase utilization of health services through the
following key result areas: increased availability of and accessibility to
health services; improved quality of health service; increased availability of
resources for public sector health services; improved organization and
management of service delivery and increased adoption of healthy behaviors and
practices.
Monitoring, Evaluation, and Learning Advisor will be responsible for
developing, implementing and maintaining a monitoring and evaluation (M&E)
system that excels in capturing and reporting project progress in achieving
outcomes and results and in program implementation. The M&E system will
provide USAID with timely and accurate information. S/he will support the
Uganda Ministry of Health to build long-term capacity in M&E to support
improved health access and outcomes. S/he will collaborate closely with
US-based technical staff from the IntraHealth Chapel Hill office.
Provide strategic and technical leadership to
the project in monitoring and evaluation, results reporting, data utilization
for program decision-making and knowledge management
Actively facilitate development and
implementation of the project’s M&E performance monitoring plan and budget
to effectively track project activities, outcomes, and results
Develop project quantitative and qualitative
indicators and targets as well as processes and tools to measure them
Develop and maintain project databases to
capture relevant data on key indicators
Carry out periodic routine data quality
assessments and implement corrective actions to address gaps identified
Participate in writing regular, timely progress
reports of project activities and results for USAID and other stakeholders
Quickly respond to all USAID requests for data
and reporting
Engage with other program and technical staff in
developing and implementing annual project work plans
Conduct rigorous annual data quality assessments
on all project indicators, and write up and disseminate results
Provide leadership in the development and design of all project evaluation and research
efforts, and ensure that they are linked to project objectives and deliverables and are properly
budgeted and staffed.
Ensure compliance with human subjects protection
procedures
Identify short-term M&E technical assistance
needs, develop scopes of work for these assignments, and arrange for
contracting of consultants, as needed
Actively contribute to the dissemination and
utilization of project results with a global audience using a variety of fora
such as publications, conference presentations, technical briefs, research
reports, etc.
Stay abreast with developments in the M&E
field, particularly with respect to integrated health and community-based
health services
Directly supervise and mentor a team of M&E
professionals and contribute substantially to any research which is undertaken
by the project
Work closely with Ministry of Health
counterparts to continually build capacity in the areas of monitoring,
evaluation, research design and implementation, and data usage
Experience:
The ideal applicants for the Intrahealth
International Senior Monitoring, Evaluation & Learning Advisor job
placement should hold a master’s degree in Public Health, Epidemiology,
Statistics, Social Sciences, Bio-statistics or a related field
At least eight to ten years of experience in
monitoring and evaluation of large scale health and HIV/AIDS service delivery
and strengthening programs
A minimum three years of management experience
Significant experience with PEPFAR and USAID
reporting regulations, including
experience with service delivery indicators in MNCH, FP, and malaria
Demonstrated skills in quantitative data
analysis, data management (i.e., maintaining a database, quality control
measures) and in the presentation of results for the identification of best
practices and to inform decision-making
Proficiency in using databases and statistical
software is required (e.g. SPSS or EPI-Info) as well as strong skills in Excel,
Word, PowerPoint and mobile technologies to report data
Excellent written and oral communication skills
in English, and must be able to communicate and coordinate effectively with
other donors and project partners
