By 2050, over 70% of the global population will live in urban areas.
This urbanisation trend is accompanied by an increasing prevalence and
intensity of natural and man-made disasters in urban centres. Despite this
increase, the humanitarian system has struggled to understand and effectively
engage with the complex socio-economic dynamics and governance structures
existing within cities. Humanitarian response planning and coordination
primarily occurs at the sectoral or cluster level, missing an important holistic
understanding of a complex urban environment. Sub-national actors, including
municipal authorities, service providers and civil society, often remain
excluded from humanitarian planning and coordination processes.
Acknowledging these challenges, with the goal of strengthening
humanitarian response in cities affected by crisis, IMPACT, ACTED, United
Cities and Local Governments (UCLG) and Cites Unies France (CUF) have partnered
in the framework of the AGORA Initiative to implement a 2-year EU-funded
program. Throughout this project, IMPACT and its partners are supporting
humanitarian actors to:
  • Develop multi-sectoral plans response and
    recovery plans organised by area/settlement
  • Promote synergies between international,
    national and sub-national actors.
  • Through promoting the above in five cities
    affected by crisis, the project promotes more localised response in
    cities, facilitating links between relief, recovery and development
    actions and operationalising key components of the New Way of Working.
At the global level, operational pilots are complemented through
targeted advocacy, promoting the use of settlement approaches and increased
inclusion with local actors in key global fora such as the IASC Reference Group
on Meeting Humanitarian Challenges in Urban Areas, Cluster and Inter-Cluster
fora, and the Global Alliance for Urban Crises.
Job Summary: The Agora
Senior Field Officer will support the update of the project’s contextual
analysis and secondary data review on a regular basis. He/She will contribute
to identify relevant secondary data sources, extract data and contribute to the
analysis of relevant information affecting the project. He/She will contribute
to highlight information gaps as per the secondary data review.
Key Duties and Responsibilities:
  • Support the development of research tools.
    The Agora Senior Field Officer will provide support for the development of
    research tools.
  • Key informants interviews .The Agora
    Senior Field Officer will conduct key informants interviews
  • Focus group discussion facilitation. The
    Agora Senior Field Officer will facilitate or co-facilitate focus group
    discussion in Kampala
  • Leading enumeration teams. The Agora
    Senior Field Officer will lead enumeration teams of up to 20 individuals
    in Kampala. He/She will be responsible to providing assistance in
    training, direction, logistical and technical support to the enumerators;
    he/she will support the AGORA Programme Officer as needed.
  • Mapping service provision. The Agora
    Senior Field Officer will collect relevant spatial data (neighborhood
    delineation, service provision, etc…) and produce mapping products
    accordingly accordingly.
  • Actor mapping. The Agora Senior Field
    Officer will aggregate relevant data relating to actors mapping and
    contribute to the cartography. The Agora Senior Field Officer, together
    with the AGORA Programme Officer, will assess the capacity of actors
    (especially service providers.
  • Data cleaning and entry. The Agora Senior
    Field Officer will clean datasets given by AGORA staff. He/She will also
    enter textual data into spreadsheets or databases for easier tracking and
    analysis.
  • Support to data analysis. When relevant,
    the Agora Senior Field Officer will provide support for the overall analysis
    of data collected during the assessment and analyze geospatial data.
  • Support the facilitation/organization of
    relevant coordination platforms. The Agora Senior Field Officer will
    provide support for the organization of coordination platforms and  actively. This may include contributing
    to mobilizing participants, facilitating or co-facilitating, taking
    minutes, providing supply produce maps
  • The Agora Senior Field Officer will
    produce quality mapping products illustrating key findings and accounting
    for comments and reviews from management.
  • Logistics support. The Agora Senior Field
    Officer will provide logistics support to the AGORA country team by
    filling and tracking order forms and tracking existing and incoming AGORA
    assets in Kampala.
  • Accountability to Communities and
    Beneficiaries .The staff member is responsible for ensuring that all
    relations with the communities we work are conducted in a respectful and
    consultative manner. Due attention must be paid to ensuring that
    communities are adequately consulted and informed about ACTED programme
    objectives, activities, beneficiary selection criteria, and methodologies.
    This is the responsibility of every ACTED staff member to participants,
    logistics support, participating in inter-agency meetings.
  • The Agora Field Assistant will participate
    in other, undefined tasks that are necessary to support the AGORA

Qualifications, Skills and
Experience:  
  • The ideal candidate must hold an Advanced
    degree in geography, geometrics, development studies, social science,
    urban planning or a related field
  • Three years of professional experience in geometrics,
    geospatial data collection and management, cartography
  • Three years of professional experience in
    monitoring and evaluation, qualitative and quantitative data collection
    techniques
  • A previous exposure to multi-sectoral
    issues with humanitarian and/or development organizations in Uganda
  • A clear understanding of the local
    governance system and institutional decentralization in Kampala
  • Computer skills  i.e. proficiency in Microsoft Office
    Suite, ARC Gis, AdobeSuite (Illustrator, In Design)
  • Background and previous experience in
    urban development/urban planning/urban programming an asset
  • Positive attitude and a willingness to
    learn
  • Excellent communication skills and time
    management skills
  • Ability to operate in a cross-cultural
    environment requiring flexibility
  • Fluency in English required
  • Flexibility, reactivity and rigor
