About US:
The Ministry of Lands Housing and Urban Development (MoLHUD) has
received funding from the World Bank to implement Albertine Region Sustainable
Development Project (ARSDP)-Component 2- Local Access, Planning and
Development. This Project Component will finance physical planning and
infrastructure development in Hoima District, Buliisa District and Buliisa Town
Council.
Job Summary: The
Communication Specialist will specifically manage communication and stakeholder
engagement related activities under the project. The jobholder will manage
ARSDP Component 2 communications by technically supporting the Project Team in
ensuring timely and appropriate generation, collection, dissemination, storage,
and ultimate disposition of project information. The Project Communications
Specialist shall ensure timely and regular information dissemination and
sharing of information to stakeholders on Projects Implementation issues and
ensure effective stakeholder participation and support.
Qualifications, Skills and
Experience:
  • The ideal candidate for the World Bank
    ARSDP Project Communication Specialist job should preferably hold an
    advanced degree in Journalism, Public Relations, Mass Communication, Media
    Studies, Development Communication or relevant field from recognized
    Institutions
  • At least ten years of experience designing
    and implementing effective internal / external communications strategies,
    underscored by effective communication (writing) skills with Government of
    Uganda Ministries, Departments and Agencies
  • Three years similar working experience
    with Donor funded Programs.
  • Proven experience and successful track
    record of implementing citizen and stakeholder engagement strategies and
    techniques.
  • Broad knowledge and understanding of development issues, socio-political,
    economic and cultural context of the country.
  • Demonstrated ability to deal with media
    and diverse stakeholders, including civil society and advocacy groups at
    national level.
  • Excellent writing, speaking, presentation,
    interpersonal and diplomatic skills as well as ability to work
    collaboratively in a multi-stakeholder team environment.
  • Proven experience managing crisis
    communication strategies.



  • Leadership qualities, including the
    ability to motivate others, involve all members of a team, and elicit
    consistently high-quality output
  • Ability to meet challenges, constructively
    and creatively.
  • Ability to quickly adapt to change, and to
    remain calm under pressure
  • Time management and organizational skills,
    with the ability to undertake multiple tasks
  • Diplomatic skills, cultural and political
    sensitivity
  • Willingness and ability to stay in the
    field to engage local communities and other stakeholders within the
    project Districts
  • Fluency in written and oral English is a
    must.
  • Local language proficiency (of Albertine
    region) will be an added advantage.
