Job Summary: The Monitoring,
Evaluation and Research Specialist will be responsible for setting up and
leading the technical roll out of the M & E framework, as well as spearhead
and significantly contribute through detailed analysis and synthesis of data
and result in as far as the program level impact measurement system and
ensuring that component M&E systems are in place for donor-specific
interventions are concerned. The position holder will also take leadership in
key programmatic studies including Gender studies, action research, and
monitoring and evaluation studies as well as oversee the quality control
aspects of program implementation.
Key Duties and Responsibilities:
  • The M, E and Research Specialist will work
    with CO and program staff to ensure the most efficient way of linking
    specific donor M&E systems with program level impact measurement
    requirements. And as well ensure Program M&E systems capture CARE
    Gender marker specific indicators in all implemented interventions.
  • The incumbent will provide overall program
    level technical guidance in research, monitoring, evaluation and knowledge
    management systems and practices, through training, coaching and mentoring
    program staff and partners.
  • The M&ER Specialist is part and parcel
    of the Country Office PQL Team and will work closely with colleagues in
    the other programs overseeing Program Quality work to ensure cross
    fertilization of learning among different programs, pulling information
    required from programs relevant to document centrally, organizing capacity
    building trainings for staff, and taking assignments as a team, etc.



Qualifications, Skills and
Experience: 
  • The applicant for the Care International
    Monitoring, Evaluation and Research Specialist job placement should
    preferably hold a BSC in Statistics.
  • Possession of a post-graduate degree or
    post graduate diploma in Project planning and management with statistical
    knowledge in SPSS, EZ -text, Epi-Info.
  • At least four to five years’ experience in
    a similar position
  • Strong programme Monitoring, Evaluation,
    documentation and Learning skills.
