Industry and Fisheries (MAAIF) supported by FAO and UNDP is implementing the 5
year project on Fostering sustainability and resilience for food security in
Karamoja sub region. This project seeks to respond to chronic food insecurity
in the Karamoja region, which is a result of combined pressures, including
environmental degradation and climate changes.
Facility through UNDP and FAO towards the project. The project will seek to
increase food production through sound and resilient production techniques, and
will also support efforts to diversify production to increase income and reduce
vulnerability to climate shocks. A strong emphasis will be placed on
rehabilitating ecosystem services, particularly land-based services, through
Agro-forestry, natural regeneration and sound pasture management. The project will
also target specific activities towards women and youth, who are among the most
vulnerable, to ensure equality of participation and underlying vulnerabilities
are removed.
and Evaluation Officer will be responsible for designing and implementing the
M&E activities for the entire project, with a specific focus on Component 4
of the project and ensuring high quality and timely inputs that maintain the
Project’s strategic vision and implementing activities for the achievement of
its outputs in a cost effective and timely manner.
- Carry out regular assessments of the
trends in land degradation, agro-biodiversity loss/gain, GHG emissions,
agro-based practices and their implications to social economic impacts on
resilience; - Tasked with reviewing and updating the
existing social and economic data in the project document, the methods of
collecting it and establishing the degree to which it will provide good
baseline statistics for impact evaluation; - Leading participatory project Monitoring
&Evaluation actions as outlined in the Project Document and as
required by project partners (MAAIF, FAO and UNDP); - Establishing a robust Management
Information System (MIS) / Geographical Information Systems (GIS), and
M&A Knowledge Management System for the project; - Guiding the process for identifying and
designing the key indicators for each project component; - Developing the Project Monitoring and
Assessment (M&A) Framework including methods and tools to be used; - Developing the overall framework for the
project monitoring and evaluation for annual project reviews, midterm
review and terminal evaluation; - Support the Project manager with
supervision of consultants and other partners working on M&A
activities of the project; - The Monitoring and Evaluation Officer will
be supporting the Project Manager to ensure that Results- Based Management
principles are integrated into preparation and updating of the project
work plans, design of project activities, budgets and reports; - Actively participate in interaction with
the IAP Regional Hub team in charge of M&E and Knowledge
Dissemination, to facilitate synergies and use of tools/training material
developed through the Hub, as appropriate - Guiding and supporting project staff and
implementing partners in preparing their progress reports.
Experience:
- The applicant must hold an Honors
Bachelor’s degree in Agricultural Economics, Administration, Environment
and Natural Management, Environmental Economics, - Project Planning and Management from a
recognized University or Training Institution; - MUST have a Master’s Degree in Monitoring
and Evaluation, Environment and Natural Resources Management, or
Development Studies from a recognized University or Training Institution; - At least five years of related working
experience in the field of Monitoring and Evaluation, three of which
should have been from engaging with Local Governments and rural
communities in Uganda. - Proficiency in computer, information and
communication technology; - Demonstrated knowledge of project
management; - Verified results-oriented management
profile with strong reporting skills; - Knowledge in Management Information
Systems and database Management; - Familiarity with government-donor funded
projects and procedures - Excellent written and fluent spoken
English - Ability to communicate in Karimojong is an
added advantage.
