About USAID Defeat TB project:
University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening.  The Defeat TB project goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening with the aim of ending the TB epidemic in Uganda.
Job Summary: The MDR-TB
Program Officer is responsible for strengthening capacity for DR-TB management
at the designated DR-TB sites in the country. S/he will support the DR-TB
Advisor to coordinate the implementation, monitoring and reporting of DR-TB
results.
Key Duties and Responsibilities:
  • Plan and coordinate provider skills
    strengthening activities for all components of MDR-TB care including
    MDR-TB prevention, active case finding including childhood TB diagnosis,
    enrollment, treatment response monitoring
  • Offer technical support supervise and
    facilitate the hospital TB care teams to effectively implement and report
    activities (including provision of virtual support through telephone,
    e-mail or other)
  • Coordinate the implementation of the
    minimum package of MDR-TB services at the supported hospitals including
    TB/HIV, contacts management, TB infection control, patient support, TB
    logistics management, and treatment response monitoring
  • Formulate quarterly and annual MDR-TB work
    plans and reports
  • Develop TB M&E capacity for the
    hospital TB care teams in collaboration with the District and Zonal TB and
    Leprosy Supervisors ensuring timely submission of National and activity
    reports
  • Work with NTLP to identify and address
    priority technical and programmatic gaps in increasing case notifications,
    diagnosis and treatment of Pediatric TB through project supported
    interventions
  • Coordinate supervision and mentorship of
    MDR-TB DOT facilities
  • Ensure availability and utilization of
    standard MOH MDR-TB tools
  • Monitor the implementation of planned
    activities through periodic consultations, progress review meetings,
    reports review, and field visits; providing feedback for improving
    performance
  • Conduct and document MDR-TB Operations
    research activities
  • Identify and document innovations and best
    practices
  • Support application of CQI to improve
    MDR-TB care



Qualifications, Skills and Experience:
  • The applicants for the USAID Defeat MDR-TB
    Program Officer career opportunity must hold a Bachelor’s Degree in
    medicine, nursing or equivalent with Post graduate training in Public
    Health or other relevant field
  • Additional training in DR-TB management
    and or at least three years’ experience in coordinating DR-TB control
    activities
  • Excellent interpersonal and communication
    skills.
  • Demonstrated clear understanding of
    current key TB, TB/HIV control and MDR-TB issues at national and global
    level.
  • Demonstrated organizational skills and
    abilities, sound judgement and high ethical standards; flexible and able
    to adapt to changing priorities and deadlines
  • Demonstrated experience in onsite
    training, mentorship and QI coaching approaches
  • Demonstrated organizational and
    supervisory skills and abilities; sound judgment, and high ethical
    standards; flexible and able to adapt to changing priorities and deadlines
  • Excellent oral and written communication
    skills are required to develop and maintain effective, sustainable working
    relationships with key stakeholders
