Contract) is the five-year organizational program support vehicle through which
USAID/Uganda will pursue realizing its development objectives within the
complicated and shifting Ugandan development context. The purpose of the Learning Contract is to
provide monitoring, evaluation and learning support services and build capacity
of USAID/Uganda to implement USAID’s Collaborating, Learning, and Adapting
methodology to strengthen the implementation of USAID/Uganda’s Country
Development Cooperation Strategy and enhance USAID’s organizational
effectiveness.
Advisor will support the USAID Monitoring, Evaluation and Learning Program Learning
Contract by coordinating the Northern Uganda Regional development processes and
results towards a fully developed regional strategic investment plan. The Technical
Advisor will act as a liaison between USAID, the Learning Contract, and all
partners working in concert with the Northern Uganda Regional Forum, including
the Ministry of Local Government, Ministry of Finance, Planning, and Economic
Development, and the Office of the Prime Minister. The Technical Advisor will
function as the senior technical oversight of Learning Contract support to
USAID regional development efforts in northern Uganda.
The Technical Advisor will coordinate input from
relevant central and local governments, regional and local stakeholders, USAID
and development partners.
The incumbent will use leverage and relationships
to achieve strategic outputs
He will be responsible for mentoring, training,
and facilitating leadership development and capacity building processes with
the steering committee and other stakeholders.
The Technical Advisor will manage Learning
Contract research interns to adequately collect data and evidence that can
inform and support steering committee decision making.

Experience:
- Extensive understanding of the political
context of northern Uganda including familiarity with academic networks, institutions,
key leaders, actors and relevant community structures and organizations. Ideal
candidates will both have relationships and be able to build those which
catalyze the development process. - Appropriate knowledge, skills, and
attitudes to drive a participatory, local development agenda. - Demonstrated experience mentoring leaders and
building leadership capacity - Strong oral and written communication
