About 4Children Project:
CRS works through local church and non-church partners to implement its
programs. CRS is leading the implementation of the Coordinating Comprehensive
Care for Children (4Children) – a five‐year USAID‐funded project along with a consortium of organizations including
IntraHealth, Maestral, Pact, Plan and Westat. 4Children is designed to improve
health and wellbeing outcomes for orphans and vulnerable children (OVC)
affected by HIV and AIDS and other adversities. In Uganda, 4Children is
implementing the Uganda System Strengthening Project (USS) to support and
strengthen institutions to partner effectively with the goal of improving the
quality of life among children made vulnerable by HIV and AIDS and other
adversities. The project works towards three broad Strategic Objectives: (1)
Ugandan institutions are strengthened to successfully plan, lead, and
coordinate comprehensive services for children made vulnerable by HIV and other
child protection risks. (2) Uganda’s social service workforce strengthened to
deliver comprehensive services for children affected by HIV and other
adversities; and (3) Ugandan institutions collect, analyze, and use data to
improve planning, service delivery, and learning around social protection
systems.
Job Summary: The Technical
Associate II will provide technical analysis and support in the area of social
service workforce strengthening at the community level in line with the
4Children’s quality principles and standards, donor guidelines, and industry
best practice to advance the delivery of high-quality programming. Working
closely with technical experts, your skills and knowledge will contribute to
the effectiveness of the 4Children System Strengthening Project.
Key Duties and
Responsibilities:  
·        
Research and analyze technical information from
a variety of sources to support the CSS-PM in achieving technical excellence in
ongoing program, administrative, and related tasks.
·        
Support CSS-SPM in the development of project
documents and tools, as well as program correspondence, technical reports,
training materials, and other documents.
·        
Prepare presentations and coordinate project
communication needs through writing and editing communication resources.
·        
Coordinate and/or perform various activities in
support of project implementation, including arrange all necessary logistics
for program activities, including workshops, trainings and meeting; arranging
transportation; photocopies etc.
·        
The jobholder will collect and disseminate
project related information and resources with local partner(s) to prepare
reports per established reporting schedule.
·        
Actively contribute to the learning agenda by
assisting CSS-PM to track project activity schedules, including monitoring
progress against the project objectives, targets and timelines.
·        
Perform other tasks as assigned by the CSS-PM,
that are commensurate with the job level.



Qualifications, Skills and
Experience:
·        
The ideal candidate for the Catholic Relief
Services (CRS) Technical Associate II, 4Children Uganda job opportunity should
hold a Bachelor’s degree in Social Work, Social Sciences, or Community
Development.
·        
At least five years of relevant work experience
with an international NGO, with at least two years of field-based programming
experience working with parasocial workers and/or Child Protection Committees.
·        
Extensive 
knowledge of technical principles, concepts, and tools in OVC
programming and community-level system strengthening.
·        
Knowledge of program implementation requirements
and regulations of major donors – ideally USAID.
·        
Previous experience in monitoring projects and
collecting relevant data preferred.
·        
Previous exposure and experience in planning and
organizing of high-level meetings, workshops, and events with a wide range of
stakeholders, including facilitating participatory processes.
·        
Proven ability to work in a fast-paced office
environment, ability to assimilate and analyze situations, plus skills in
handling competing work priorities.
·        
Advanced knowledge of Microsoft Office software
(Word, Excel, PowerPoint, Outlook, and Internet) required.
·        
Fluent written and spoken English.
·        
Good relationship management skills – including
the ability to interact effectively with internal and external stakeholders at
various levels.
·        
Excellent interpersonal skills – with ability to
work collaboratively as part of a multidisciplinary team.
·        
Ability to work effectively in a team oriented
environment with minimal supervision.
·
