About Uganda Graduate Volunteer
Scheme:
To enhance young graduates’ employability and bridge their transition
to work, the United Nations Development Programme (UNDP) in Uganda and UN
Volunteer (UNV) Programme in collaboration with the Ministry of Gender, Labour
and Social Development (MGLSD) on behalf of the Government of Uganda, have
developed a Project, “Uganda Graduate Volunteer Scheme”. The project aims to
contribute to efforts of addressing persistent employment challenges faced by
Ugandan young graduates. The project will specifically aim to provide young
graduates, below 30 years leaving institutions of higher learning on an annual
basis with access to work spaces to gain employability skills. This is in line
with national strategy to increase availability and quality of gainful
employment, and enhancing human capital development in the country.
Job Summary: The Project
Manager will support implementation of the Graduate Volunteer Scheme Project.
He/She will be based initially at UNDP and will be later moved to the Ministry
of Gender, Labour and Social Development as the sustainability aspects of the
project are finalized and arrangements for Government takeover are put in
place.
Key Duties and Responsibilities:  
Oversight and Strategic Leadership to Project Implementation:
·        
Provide overall leadership of the project
management unit;
·        
Provide advice, guidance and supervise the
project support team;
·        
Provide specific training to the project
services team to enhance their key capacities to ensure that the procedures,
guidelines, procurement standards are fully complied during the implementation
of the project.
Perform project management functions:
·        
Offer technical support to MGLSD to develop
results-based Annual Work Plans that clearly set out output targets,
indicators, activities, resource requirements, and budget;
·        
Support to implementing partners including
Volunteer Host Institutions in the coordination of activities to ensure their
efficient and effective contribution to project outcomes;
·        
Preparation of quarterly, annual and as when
required progress reports detailing progress against the output targets, and
the activities undertaken to UNDP, MGLSD and UNV;
·        
Closely monitor overall the project progress,
impact and risks and inform the project board of any changes within the project
environment which would affect foreseen and agreed upon expected outcomes;
·        
Sharing information regularly on the progress of
project implementation, and any relevant issues as may be necessary;
·        
Timely disbursement and reporting on funds;
·        
Ensure that the project board meetings are
convened to report on project progress and approve subsequent activity/work
plans.
Ensures the provision of effective technical assistance to project
implementation:
·        
Act as the first point of call for the project
implementing partners, whether through provision of direct technical assistance
or identification and facilitation of alternative support options;
·        
Backstopping of experts providing technical
assistance to the project implementing partners.
Knowledge building and sharing:
·        
Actively contribute to the development and
review of knowledge products;
·        
Identifying and codifying good practices
globally and regionally for consideration;
·        
Synthesis of lessons learnt and document best
practices;
·        
Provide contents to be shared through various
media, including websites for UNDP, UNV, and MGLSD; Facebook, and Twitter; and
·        
Proactively contribute to knowledge networks and
communities of practice.
Key Performance Indicators:

Timely and quality of project delivery in line
with budget and workplans;

Timely and quality monitoring of project;
·        
Timely and quality of reports;
·        
Capacity of the key staff, partners and
stakeholders developed;
·        
Regular communication with key stakeholders of
the project and partners;



Qualifications, Skills and
Experience:
·        
The ideal applicant for the United Nations UNDP
Project Manager – Graduate Volunteer Scheme Project job placement should hold
an Advanced (Masters) University Degree in business administration, management,
economics, development studies or related field. Post Graduate Diploma or
Certification in Project Management an advantage.
·        
A minimum of seven years of progressive working
experience at national or international level in project implementation and
management including familiarity in practical application of Results Based
Management;
·        
Previous exposure and experience in
implementation of youth development and empowerment projects is desirable;
·        
Previous experience in implementation of
projects or initiatives for promotion of innovative enterprise through
entrepreneurship and inclusive financial services development;
·        
Broad knowledge and understanding of Labour
Market dynamics in context of Uganda and East African Region an advantage;
·        
Demonstrated initiative, problem solving skills
and focus on outcomes and ability to meet deadlines;
·        
Excellent oral and written communication skills
in English.
