About USAID/FFP Program:
CRS is leading a consortium of 8 implementing and technical partners to
run a five-year USAID/FFP funded $35 million program called Nuyok to build
resilience to shocks, enhance livelihoods and improve food security and
nutrition for vulnerable rural families in three districts of Karamoja – Abim,
Nakapiripirit and Napak – which are home to 406,880 people living in an
estimated 58,126 households. Nuyok seeks to strengthen governance and gender
equity, community capacity to manage shocks and stresses, traditional and
diversified livelihood opportunities and nutrition and health (including
improved water, sanitation and hygiene (WASH)) of pregnant and lactating women
(PLW), adolescent girls and children under two years of age (CU2). At the end
of the program, sustainable results will include empowered, resilient, healthy
families; responsive, inclusive governance; and a vibrant private sector that
engages smallholders at every level.
Job Summary: The Program
Manager – Nuyok Livelihoods Team Lead will manage gender and climate sensitive
agriculture and livelihoods programming activities under the Nuyok project to
advance CRS’ work in serving the poor and vulnerable. Your management skills
and knowledge will ensure that the project delivers high-quality programming
and continuously works towards improving the impact of its programming.
Key Duties and Responsibilities:
·        
Manage and oversee technical planning, budget
management, monitoring and reporting activities throughout relevant project
cycles – start-up, implementation and close-out – to ensure efficient and
effective implementation in line with CRS program quality principles and
standards, donor requirements, and good practices.
·        
Ensure project team and partner staff use the
appropriate systems and tools and integrate aspects of gender, peace-building
and integral human development throughout the project cycle.
·        
Provide technical leadership to the Nuyok
programming team in the development and implementation of strategies,
standards, project plans, tools and best practices in agriculture and
livelihoods that are aligned to GoU requirements and effectively engage
partners, donors, and governments.
·        
The jobholder will effectively manage talent and
supervise. Manage team dynamics and staff well-being. Provide coaching,
strategically tailor individual development plans, contribute to the recruitment
process of project staff, and complete performance management for direct
reports.
·        
Lead Nuyok technical working groups on
agriculture and livelihoods activities and champion learning with project staff
and partner teams. Analyze and evaluate project performance data following MEAL
policy. Proactively identify issues and concerns and use participatory
processes to overcome implementation obstacles.
·        
Oversee the identification of staff capacity and
technical assistance needs of partner organizations and capacity strengthening
and required interventions to support quality project implementation.
·        
Help identify, assess and strengthen
partnerships, applying appropriate application of partnership concepts, tools
and approaches. Maintain clear, regular and effective lines of communication
with all agriculture and livelihoods implementing partners to ensure effective
project implementation and program impact.
·        
Coordinate and monitor financial, material and
human resources relevant to project needs. Through planning and oversight
ensure project resources are available and used efficiently. Conduct periodic
technical and budget reviews and follow-up with partners on timely submission
of financial reports to facilitate proper tracking of resource use.

Serve as the contact person and represent the
organization with relevant INGO working groups, local partners and relevant
local government and community actors. Participate in relevant forums and
knowledge networks to collect and share promising practices in the areas of agriculture
and livelihoods, promote CRS’ work in Uganda, and contribute to the CRS
learning agenda.



Qualifications, Skills and
Experience:
·        
The ideal candidate for the Catholic Relief
Services (CRS) Program Manager – Nuyok Livelihoods Team Lead career opportunity
should hold a Master’s Degree in agriculture, agribusiness, economics, business
administration, social sciences, development or a related field.
·        
At least five years of relevant work experience
in program management positions related to agriculture, livelihoods and Food
Security, preferably with an international NGO.
·        
Extensive knowledge of capacity strengthening
best practices
·        
Previous experience in engaging with partner
organizations.
·        
MEAL skills and experience preferred.
·        
Previous experience using MS Windows and MS
Office packages (Excel, Word, PowerPoint), Web Conferencing Applications,
information management systems.
·        
Strong critical thinking and creative
problem-solving skills with ability to make sound judgment.
·        
Strong relationship management skills and the
ability to work effectively with culturally diverse groups.
·        
Excellent written and verbal communication
skills with ability to write technical reports• Proactive, results-oriented,
and service-oriented
·        
Strong written and verbal communication skills
in English with ability to write technical reports. Karimojong is a plus.
·
