places. Mercy Corps has been operating in Uganda since 2006. It has and
continues to implement programs in Acholi and Karamoja sub regions. Mercy Corps
is taking a community-led, market driven approach to address poverty and food
insecurity needs through interventions that get to the root causes and
contributing factors of economic vulnerability. Donors include the United
States Agency for International Development (USAID), DFID, Mastercard
Foundation, WALMART Foundation, Coca Cola Africa Foundation, US Depart of State
(DOS) /PEPFAR, ECHO and Nike Foundation.
Job Summary: The Program
Manager will lead the start-up, implementation and close-out of multiple
economic development programs in and around the refugee settlement of Palorinya
in Moyo district. The programs include: 1) developing a proof of concept for
the use of Market Systems Development/Market Facilitation in the refugee
settlement context and surrounding host community; 2) supporting refugee and
host community farmers with access to agricultural inputs, building capacity of
agro dealers and off takers to expand businesses into the settlements and 3)
supporting access to mobile phone technology for refugee and host communities.
The programs work closely with private sector partners who aim to expand
operations in target geographies for increased business performance while also
improving access to markets for farmers and traders. The Program Manager is a
senior management position for the program, with supervisory and managerial
responsibility over all aspects of program implementation and staff development
in that locale. The position holder will be responsible for coordination with
all program management leads across the consortium to ensure teams are on
target, on time and on scope, as well as managing all reporting requirements
from the donor.
Key Duties and Responsibilities:
Program Management:
·        
Oversee the conceptualization, implementation
and continual improvement of a MSD program in refugee settlements and
surrounding host communities.
·        
Coordinate, manage and motivate the team,
ensuring that they have clear objectives/individual work plans as part of
performance management, and receive meaningful feedback on their performance.
·        
Monitor work and targets closely to ensure that
program is able to provide maximum benefit to our beneficiaries within our
timeframe.
·        
Work in liaison with team and partners ensuring
we adhere to humanitarian principles, Mercy Corps’ gender policies, Do No Harm
principles and beneficiary accountability standards.
·        
Integrate community approaches, gender
sensitivity and capacity building into all activities as appropriate.
·        
Ensure proper logistics, administration, human
resources and transport needs of the program are conducted within Mercy Corps
policy and with the maximum benefit to the program.
Monitoring and Evaluation:
·        
Coordinate data gathering and management with all
program staff and take overall responsibility for monitoring and evaluation.
·        
Ensure that the team is paying sufficient
attention to the continual gathering and digestion of operating environment
data and activity reports, and that teams are holding frequent activity review
sessions to continually re-examine the relevance and impact of their
programming.
·        
Coordinate and share information with the West
Nile Team Leader to ensure overall project targets and donor obligations are
being achieved. Advise both on suggested improvements and necessities, as
required.
·        
Prepare and submit written reports on the
program activities capturing impacts related to all activities.
External Representation and Coordination:
·        
Lead coordination with all program management
leads with Palladium Group and DanChurchAid.
·        
Manage sub-award to DanChurchAid, ensuring
compliance and achievement of all deliverables while maintaining a strong
partnership with all agencies and staff.
·        
Build and maintain contact with all key actors
as relevant for program implementation and coordination – Office of the Prime
Minister and other government ministries, UNHCR, NGOs, partners – and establish
mechanisms for contacting local community organizations and partners and other
local NGOs/CBOs.



Qualifications, Skills and
Experience:
·        
The applicant for the Mercy Corps Program
Manager job opportunity should preferably hold a bachelor’s degree or
equivalent in relevant field required; MA desired
·        
A minimum of six years of field experience in
international relief and development programs, including demonstrable success
in managing programs in transitional environments. With 2+ years of supervisory
experience.
·        
At least three years of senior-level leadership,
capacity building and field management experience.
·        
Previous experience in MSD programs is
MANDATORY.
·        
Demonstrated success building, managing and
leading a team of professionals in a fast-paced challenging environment with
high standards for success (with limited burnout)
·        
Strong writing, communication, organization,
prioritization and negotiating skills.
·        
Excellent coordination and representation
experience is needed, especially in building and maintaining strong/productive
relations with implementing and strategic partner agencies, Office of the Prime
Minister and other government agencies, UNHCR, and other counterparts.
·        
Fluent spoken and written English
