Director-Compliance
the Ministry of Trade Industry and Cooperatives mandated to coordinate the
elaboration of standards and quality of products and services so as to
facilitate fair trade, promote local industries and protect consumers.
Legal Metrology will mainly develop and implement strategies for assuring and
enforcing accuracy and reliability of measurements where measured values affect
health, safety, environment and transparency of trade transactions in line with
UNBS mission and mandate.
Develop and review systems, policies, procedures
and legal instruments for Legal Metrology in accordance with the applicable
laws and UNBS policies and procedures.
Formulate and implement a strategic plan for the
department and prepare an annual budget and work plan for the Department based
on the Strategic Plan and available resources in enforcement of standards.
Develop and implement a performance management
plan for the department activities, fraud control plans and undertake
corrective actions to address under performance.
Provide leadership, technical support and
management of staff performance to ensure that targets are achieved and talent
developed for business continuity.
Prepare monthly, quarterly and annual reports on
activities of the department and progress on implementation of work plans
Develop procedures and guidelines on how to
handle customer complaints and queries related to trade verification
requirements.
Research, identify and introduce potential new
business opportunities and vet and recommend the approval of authorized service
providers.
Provide technical advisory information to
traders and other UNBS stakeholders about the need for accuracy and reliability
in trade.
Prepare and submit periodic reports by
collecting, analyzing and summarizing information and trends in line with UNBS
policies and procedures.
Experience:
The
ideal candidate should hold a Master’s degree in physics or engineering field
(electrical, electronics, mechanical or any other related field, MBA or
law from a recognized University/Institute). Those with Masters Degrees in other fields other than Sciences MUST
have an honor’s first degree in science
Possession
of Honours degree in physics or engineering field (electrical,
electronics, mechanical or any other related field from a recognised
University/Institute).
A
minimum of ten (10) years’ experience, five (5) years of which are at a senior
Officer level in a reputable organization
Membership
to relevant professional bodies will be added advantage
Certificate
in Investigations and prosecution and working knowledge of law enforcement
activities will be added advantage
Previous
experience in Standards, Quality Assurance, Metrology, and Quality
Management Systems will be an added advantage
Computer
literacy skills i.e. proficiency in MS Word, Excel, PowerPoint, and the
Internet applications among others.

communication, negotiating, presentation and interpersonal skills
High
level of integrity and professionalism
Demonstrated
ability to build and maintain relationships with different stakeholder
