Electrification Board (REB) established by statutory instrument 2001 No. 75.
REA is mandated to implement Government’s rural electrification programs. The
Government of Uganda through REA is implementing a number of electricity
connection projects with financial support from development partners to meet
national electricity access targets.
Procurement and Disposal Unit will manage all procurement and disposal
activities of the Rural Electrification Agency in accordance with the Public
Procurement and Disposal of Public Assets Act, Regulations and Development
Partner’s procurement guidelines.
The incumbent will also facilitate procurement
planning, contracting and control to ensure compliance with best practices and
value for money
Prepare and implement an updated procurement and
disposal plan for the agency and ensure adherence to it
Liaise with the Public Procurement and Disposal
of Public Assets Authority (PPDA) and Development Partners on matters within
their jurisdiction.
Work in close consultation with user
departments, initiate the procurement process and coordinate the preparation of
Terms of Reference, Statement of Requirements, Specifications and Bid documents
for the procurement activities under the Agency.
Support the function of the Contracts Committee
and implementation of their decisions.
Develop and maintain a database a user friendly
procurement tracking system to enhance efficiency.
Maintain an updated Agency procurement profile
on the Government Procurement Portal (GPP).
Maintain and archive records of the procurement
and disposal process.
Prepare monthly procurement and disposal reports
and submit to PPDA.
Offer technical advice and guidance to staff of
the Agency on procurement and disposal matters, Monitor performance of the
Agency’s contracts.
Establish and maintain an updated database of
prequalified suppliers and service providers.
Manage departmental resources and activities
including but not limited to budgeting, procurement and human resource.
Perform any other duties as will be assigned
from time to time by the supervisor.
Experience:
The applicant must hold a Bachelor’s degree in
Business Administration, Procurement and Supply Chain Management, Law or
Engineering.
Master’s degree in Procurement and Supply Chain
Management
Full membership of Chartered Institute of
Procurement and Supply (CIPS)
Possess eight (8) years’ experience in Public Procurement
Management
At least five years of proven experience in
donor funded infrastructure procurements
Impeccable level of integrity.
Good interpersonal and communication skills.
