economic development of East Africans. Shareholders of the EADB are Uganda,
Kenya, Tanzania, Rwanda, the African Development Bank (AfDB), and other
international financial institutions.
Job Summary: The Head of
Operations will be responsible for the coordination of the Bank’s lending
activities in the region and responsible for the credit portfolio. The job
holder shall take full accountability of the overall quality, growth and
performance of the Bank’s portfolio and operations department. The job holder
will be responsible for the design and implementation of risk management
policies to safeguard the Bank’s lending operations. As a member of the senior
leadership team, the job holder will be responsible for the provision of
leadership and guidance in all matters relating to credit management, credit
appraisals, and monitoring and controlling the credit portfolio to ensure
quality of the credit portfolio
Key Duties and Responsibilities:
·        
Participate in the development of the
institution’s strategy in order to ensure alignment of the credit function with
the institution and the Bank’s overall strategy;
·        
Take responsibility for the overall quality of
the loan book;
·        
Lead in the design and structuring of financial
models and negotiating documentation for complex projects, such documents
include investment agreements and security documentation;
·        
Carry out thorough risk assessments and ensure
that all risks associated with the Bank’s new lending, equity and other
products are clearly identified and where such risks are acceptable,
appropriate mitigation measures are instituted;
·        
Keenly monitor disbursements and support project
implementation;
·        
Formulate new approaches, products strategies,
policies, procedures, guidelines and standards for the Bank’s interventions;
·        
Prepare and execute business development
strategies and actively promote the Bank’s products to potential clients;
·        
Build and maintain sound relationships between
the Bank and the host countries to ensure that the Bank is well informed about
the country’s strategic priorities;
·        
Proactively identify potential investment
partners and opportunities based on financial capability, development and
economic impact;
·        
Provide leadership in the implementation of the
departmental systems and internal operating environment to ensure alignment
with the overall Bank objectives;
·        
Design a risk management framework for the department
and supervise activities to ensure that the risks associated with the Bank’s
new project lending, equity investments, asset leasing and guarantee operations
are clearly identified, are acceptable and that appropriate mitigation measures
are instituted;
·        
Design a monitoring and evaluation framework to
monitor the development impact of the projects;
·        
Drive operational processes, maintaining
effectiveness and efficiencies, while monitoring compliance with relevant local
and international regulations as well as total client satisfaction;
·        
Work with the Director General and the Head of
Finance in the evaluation of projected company cash flow through the
maintenance of loan pipeline reports and loan payoff reports and
·        
Provide support to the country offices in East
Africa with regard to credit appraisals and identifying potential areas of
weakness to minimize credit losses within the business.



Qualifications, Skills and
Experience: 
·        
The applicant must hold a Master’s Degree in
Finance, Economics, Commerce, Accounting, Law or any other equivalent and
relevant qualification from a recognized university.
·        
The successful candidate must have at least ten
years’ experience at senior management level in an active commercial
environment or a large financial institution. The candidate must have at least
five years’ of practical experience in project cycle management.
·        
The ideal job holder will be a seasoned
investment career banker who has grown through the ranks. The ideal candidate
will have international experience in deals structuring and public private
partnerships.
·        
Strong knowledge in budgeting and budgeting
control;
·        
Strong knowledge of banking laws and
regulations;
·        
Comprehensive banking background and extensive
practical experience in credit appraisal and loan portfolio management;
·        
Thorough knowledge of lending operations and
products of financial services organisations, development banking and
regulatory environments particularly in East Africa;
·        
Proven strong financial analysis and loan
underwriting skills;
·        
Thorough knowledge of credit services and a
complete understanding of credit policy and procedures;
·        
Previous experience in deal origination and
creative structuring.
·        
Must demonstrate impeccable integrity, honesty
and a strong ethical background with an ability to resist and maintain zero
tolerance for corrupt, political and other undesirable influences;
·        
Must demonstrate strong leadership and people
management skills;
·        
Ability to establish and maintain constructive
and effective relationships with key stakeholders and staff alike;
·        
Must be open to change and be able to adapt
established methods for new uses within the Bank;
·        
Excellent interpersonal skills.
