limited is China’s largest producer of offshore crude oil and natural gas. China
National Offshore Oil Corporation (CNOOC) specializes in offshore upstream
exploration and production.
Resources Administrator will provide administrative support to the Department
Manager and the department staff as well as Employee Relations Support.
The incumbent will ensure that Company policies
and procedures are up to date with current ER legislature and employment laws.
Manage and assist with ER related topics such
as; disciplinarians, grievances, absence and sickness. Sensitize staff on the
grievance and disciplinary hearing process and draft the minutes during
disciplinary hearings.
Handle HR staff queries for national staff and
prompt responses to the same. Appreciation of staff needs and ability to
propose HR solutions.
Sensitize staff on the insurance service
providers, labour law legislations, interpretation of the HR policies and
procedures and guiding staff on diversity and equal opportunity issues.
Monitor the working conditions of field based
staff and support them with regards to any employee relations issues.
Provide support in maintaining a safe, secure
work environment and ensure new staff are settled into the Company well.
Assist in conducting and generating annual HR
staff surveys, analyze the feedback and relay it back to the HR Team for
further action.
Organize, maintain and secure Personnel and HR
records and ensure confidentiality of them.
Arrange visas, Work Permits/ Special Passes,
other travel documents and process expense reports.
Prepare draft documents / presentations and
final written business correspondence such as letters, memoranda, meeting
minutes, tables and charts using computer graphics, spreadsheets and word
processing.
Transmit inquiries and confirming letters/orders/agreements
to internal and external bodies, materials and service suppliers/vendors via.
fax, mail and courier etc
The incumbent maintains stationery and office
supply inventory. Liaison contact for building, facilities and office equipment
(such as copy and fax machines) maintenance;
Coordinate meetings and travel arrangements,
maintains schedule of appointments and schedules bid opening, take meeting
minutes etc.
Perform other duties as required by Supervisor.
Experience:
The ideal candidate for the CNOOC Human
Resources Administrator job placement should hold a Bachelor’s degree or above
in Human Resources Management, psychology or related disciplines.
A minimum of two years of related working
experience.
Affiliation to HR professional bodies such as
HRMAU, CIPD will be an added advantage.
Knowledge of ER legislation, policies and
procedures.
Experience with HR Software, HRIS or HMIS.
Excellent administrative skills.
Hands-on experience in handling the application
of Work Permit/Special Pass and travel documents.
Broad knowledge and understanding of Oil &
Gas E&P.
