Hunger (ACF)
has been in existence for over thirty years. ACF has been implementing Food
Security and Livelihoods, Nutrition, Water, Sanitation and Hygiene programs in
the Lango, Acholi, West Nile and Karamoja regions of Northern Uganda.
Logistician will take the overall responsibility for the co-ordination and
support of logistics activities within the base of operation. He/she should be responsible for effectively
managing logistics staff, vehicles, procurement, assets, stocks and jointly
monitor security with the Deputy Field Coordinator for Action Against Hunger
with a view to ensuring smooth service to the field office.

the management of the supply chain, vehicle fleet, assets and stocks through the
technical guidance of the Logistics Coordinator.
Through guidance and support from deputy field
coordinator and Logistics Coordinator, ensure local procurement practices are
compliant with donor regulations practices/Action Against Hunger kit log
Organise the procurement of items based on
authorised thresholds as requested by the budget holder and ensure correct
Action Against Hunger procedures are followed in procurement chain cycle
Keep a proper record of expenditures, receipts,
IOFs, purchase order forms, delivery notes and all other Action Against Hunger
controlled documents are properly filed for audit and archive purposes
Update price catalogue with new purchase prices
at least every three months
Ensure quality of goods and services procured by
taking a proactive role in discussing the technical specifications on the
requests, organising visits to suppliers with programs.
Share with all staff of the base weekly
Procurement Follow Up, for the team to be aware of the status of their items.
Support the logistics assistant with the use of
vehicles and communication equipment (Supervise vehicle plans and allocation to
optimally serve the needs of programmes, Monitor fuel consumption of Action
Against Hunger generators and vehicles
Ensure Action Against Hunger safety regulations
are adhered to by both drivers and passengers always)
Assistant, ensure stock management and administration systems are implemented
for all the programmes, ensure a centralized base assets register is
maintained, with all programme assets tagged with asset numbers and ID cards
for ease of tracking
ensure that security information is disseminated appropriately and effectively
through the Deputy Field Coordinator
Commitment to and understanding of Action
Against Hunger Charter and Basic Principles
Validation of paid leaves request for the staff
s/he directly manages.
Technical supervision and management of the
logistics team: logistics assistant, drivers, watchmen/Security guards, (when
and where appropriate)
Assistance to Deputy Field Coordinator and Log
Co with performance management, training and development of the Logistics team
and the field based team on new policies/procedures and systems being rolled
out.
Be the backup of any logistic team member in the
base.
To provide a weekly/monthly planning for the
team on the base, and organize weekly meeting
Prepare and submit monthly reports in the
Standard Action Against Hunger templates and ensure they are shared before the
5th of every month with the Field Coordinator and Coordination Office.
Other duties as assigned by the line manager.
Experience:
The ideal candidate for the Action Against
Hunger (ACF) Base Logistician job placement should hold a Bachelor’s degree in
Logistics, procurement and supply chain from a recognized university. Diploma
from technical college in logistics and/or business administration.
Additional experience in stock management,
transport and fleet management will be an added advantage.
A minimum of two years of related experience
doing similar work preferably in a recognized NGO
Previous exposure and experience of working in
humanitarian relief/development sector in the field, in a logistics or other
related program support role.
Strong communications skills, with excellent
verbal and written English. Fluent in local dialects is a requirement.
Excellent working knowledge of Computer-Ms WORD/
Excel Computer skills is a MUST.
Willing to work occasional evenings and weekends
and to carry out field visits at short notice if required.
Previous experience working with NGO or UN
agencies
Proven knowledge and experience of logistics
core competencies
Competence in all components of Logistics (fleet
management, transport, warehousing, etc)
applications which should include ONLY a cover letter, CV (not more than 4
