Job Summary: The Fleet
Supervisor/Assistant will direct, organise, monitor, and supervise the
equipment (vehicles, generators and motorbikes) operation in Norwegian Refugee
Council West Nile Uganda and perform variety of technical tasks related to the
equipment maintenance.
Key Duties and Responsibilities:
·        
Prepare, plan, prioritize, assign, supervise,
review movement plans for the all the West Nile Offices.
·        
Using the established procedure to determine
schedules and methods for providing vehicle and equipment maintenance services
and review needs with Logistics Coordinator. This includes maintaining a
movement/travel board travel.
·        
Make recommendations for changes and
improvements to existing standards, policies, and procedures; participate in
the implementation of approved policies and procedures; monitor work activities
to ensure compliance with established policies and procedures.
·        
Ensure that the organization equipment is well
maintained. Carrying on spot checks to review mechanical soundness, cleanliness
and other accessories like first aid kits, fire extinguishers, functional safety
belts and clean drinking water (10-20 ltrs).
·Conduct
inspections for to be hired vehicles and give a clean bill of health for the
vehicles. Share the approved reports with logistics for action and filling.
·        
Keep records(copies) of all the vehicles including
fueling coupons, log sheets, log books, valid insurance certificates, valid
driver’s license and ID, inspection reports of the hired vehicles, copy of the
contract for vehicle hired and a copy of the fuel contract.
·        
Maintain and prepare vehicle and equipment
maintenance records and reports and repair costs. This will include car pool
reports for vehicle, motorcycle and generators, movement plans.
·        
Schedule repairs and highlight the vehicles that
need mechanical checkups for logistics to organize for replacement with the
service providers.
·        
Offer induction, guidance and training for new
and refresher trainings for the existing drivers. Keep the drivers on the
updates regarding procedures.
·        
Ensure that all the vehicle have all the
procedural documents like transport waiver, valid insurance certificates, valid
driver’s license etc.
·        
Participate in drivers’ recruitment especially
testing the practical aspects of the recruitment process.
·        
Raise the fuel request and ensure the request is
fully approved by the Logistics Coordinator and supervise the fueling at the
fueling station. The incumbent will be the contact between NRC and Petrol
station on fueling issues.
·        
Monitor and control supplies and equipment,
order parts, supplies and tools as necessary; prepare documents for equipment
procurement for NRC owned vehicles.
·        
Carry out basic/general equipment mechanic
duties; perform the most complex vehicle maintenance duties; provide technical
assistance to mechanics and training to equipment operators.
·        
Perform any other related tasks as assigned by
the line manager.



Qualifications, Skills and
Experience:
·        
The applicant for the Norwegian Refugee Council
(NRC) Fleet Supervisor/Assistant job opportunity should hold a Diploma or
equivalent in Transport/Fleet Management; 
Bachelor in Transport Management will be an added advantage;
·        
At least five years’ experience with fleet as a
driver or supervisor with any Humanitarian Organization ;
·        
Previous experience in maintenance and repair of
vehicles and equipment like generators and other machinery
·        
Valid permit for operation of different kinds of
vehicles
·        
Excellent interpersonal, ability to work in
teams, excellent coordination and oral/written communication skills
·        
Excellent time management and organizational
skills with the ability to multi-task in a fast paced environment.
·        
Computer literate with experience using MS
Office and fleet management systems
·        
Posses good report writing skills
·        
Demonstrated ability to advise on vehicle
maintenance costs
·        
Ability to build capacity of existing fleet team
