About USAID Defeat TB project:
University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening.  The Defeat TB project
goal is to increase TB case notification, case detection, and treatment
outcomes through health system strengthening with the aim of ending the TB
epidemic in Uganda.
Job Summary: The Fleet &
Stores Management Officer is mainly responsible for managing a pool of project
vehicles, ensuring efficient use of resources and coordinating field travel
across the project area and receive, issue and take custody of all items in the
store.
Key Duties and Responsibilities:
Fleet:
·        
Develop weekly/monthly field travel schedules,
coordinating between program staff and drivers to allocate use of vehicles
·        
Under the guidance of your supervisor, manage
the pool of vehicles including their service, repair and maintenance.
·        
Ensure vehicles have valid insurances; drivers
have valid permits; insurance claims are processed in a timely; maintenance and
servicing is achieved in a timely manner
·        
Keenly monitor vehicle log books on a weekly
basis
·        
Keep track of fuel card utilization for each
vehicle and make monthly reconciliation of bills and vehicle records.
·        
Perform other duties as assigned
Stores Management:
·        
Work closely with procurement to receive
purchased stock for all general office supplies, and ensures safe custody and
proper use and maintenance of office supplies.
·        
Responsible for the organization stores; s/he
will receive, issue and ensure all inventory in the stores is safe and
adequately recorded on a daily basis.
·        
Oversee the regular upkeep and maintenance of
the store, ensuring the availability of adequate amount of office stationary,
cleaning material and other goods in the stores.
·        
Work in close collaboration with the Project
Finance team, coordinate payment of goods and services upon receipt of invoices
in accordance with URC policies and ensure compliance with USAID financial and
procurement policies and procedures.
·        
Ensure compliance to stock management procedures
(records, filling and identification).
·        
Take stock of, and order, office consumables,
including stationary, cleaning supplies, and kitchen materials
·        
Keep a database of all received and dispatched
commodities and supplies to supported facilities
·        
Ensure proper identification of all
arrival/departure material (quantity, quality, and delivery).
·        
Ensure correct preparation of deliveries as per
allocations from the program staff
·        
Ensure proper physical stock management
requirements (organisation, cleaning, ventilation)
·        
Follow-up with special attention expiry date of
commodities, and warn the concerned persons two months before expiry date.
·        
Carry out monthly inventory counts of stock and
ensure that stock cards are created, up-to-date, and accurate.
·        
Perform any other duties as assigned by the
supervisor



Qualifications, Skills and
Experience:
·        
The applicants for the USAID TB Project Fleet
& Stores Management Officer job opportunity must hold a Bachelor’s degree
in Transport logistics, procurement & supply chain management or any other
related field
·        
A minimum of five years’ relevant work
experience in a similar position in an NGO Setting.
·        
Computer literacy i.e. proficiency with MS
Office Suite, with excellent MS Word and Excel skills
·        
Demonstrated ability to work in teams
·        
Excellent interpersonal and written
communication skills, particularly as related to report development
·        
Purchasing and supply knowledge with adequate
stores management Experience
·        
High degree of integrity
