Wageningen UR Uganda Ltd works on processes of innovation and change
through facilitating innovation, brokering knowledge and supporting capacity
development. Wageningen UR Uganda is part of Wageningen University and
Research, under the unit Centre for Development Innovation. Wageningen UR
Uganda is implementing a 4 year ISSD Plus project funded by the Embassy of the
Kingdom of the Netherlands, Kampala. The programme aims to strengthen the
development of a vibrant, pluralistic and market-oriented seed sector that is
able to address key challenges that hamper the seed sector development such as
seed quality assurance and availability of foundation seed. The project is
implemented in collaboration with the National Agricultural Research
Organisation (NARO) for public varieties and food crops and private sector for
vegetable seed.
Job Summary: The Finance
Project Manager will be responsible for sound and accurate financial planning
and reporting in the organisation, ensuring compliance with general accepted
accounting practices (GAAP), donor and Headquarter requirements. The manager is
responsible for the financial and accounting systems of the organisation.
Key Duties and
Responsibilities:  
·        
Efficient planning, monitoring and utilisation
of organizational funds p Provide leadership to WUU’s Finance and Accounting
strategy to optimize the company’s financial performance and efficient donor
fund utilization
·        
a Contribute fully to the development of
organisation’s strategy across all projects, challenging assumptions and
decision-making as appropriate and providing financial analysis and guidance on
all activities, plans, targets and other organisational drivers
·        
Formulate annual financial plans and projections
for the organization
·        
Carry out analysis of financial risks and
benefits on business initiatives
·        
Periodically review the organizational finance
policy and provide recommendations for improvements.
·        
Prepare periodic financial donor reports as per
donor requirements
·        
Provide technical support in the development of
project work plans, budgets and project expenditures, making sure documents are
accurately prepared, based on realistic prices, donor guidelines,
organizational principles and prudent coding system.
·        
Prepare monthly, quarterly and annual budget vs
expenditure monitoring reports and share with Chief of Party (COP) and Deputy
Chief of.Party (DCOP) and other parties.
·        
Technical support to Field Offices,
Sub-grantees, and other (implementing partners)
·        
Coordinate and monitor Financial Transactions,
prepare periodic cash flow projections and timely request for advances from
headquarter and donors
·        
Coordinate and Manage Annual Audits
·        
Mentor and supervise Finance staff
·        
Build and maintain strategic relationships in
headquarter, URA and other relevant parties.
·        
Be up to date on all tax and finance related
legal requirements
·        
Perform any other duty as required by the Chief
of Party and/or Deputy Chief of Party



Qualifications, Skills and
Experience: 
·        
The applicant should must hold a Bachelor’s
Degree in Finance /Commerce/ Accounting MBA or equivalent is desired
·        
A minimum of five years’ experience as finance
manager/head of finance department/unit in an organization a Must have at
attained ACCA or CPA or in final stage.
·        
Five or more years’ experience managing projects
including project development, implementation, reporting, schedules, and risk
management
·        
Previous experience in analysing financial
information, identifying constraints and bottlenecks, and effectively communicating
recommendations to management.
·        
Previous experience and competence of using
accounting software like Tally, or other financial management tools to work
more efficiently and reduce time is critical
·        
High analytical skills with an eye for detail
·        
Excellent communication skills with all levels
of staff, often having to work with various departments to help them plan and
manage their own budgets
·        
Ability to handle high levels of pressure and
critical decision-making.
·        
High integrity and openness combined with
commitment to good governance
·        
Energetic, highly motivated, with an enquiring
mind and passion for excellence and innovation in pursuit of business growth
and success
·        
Demonstrates initiative and effectively manages
self and team through a fast paced environment
·        
Excellent English language skills, including
report writing; relevant local language skills will be an added benefit;
·        
Highly proficient with Microsoft Office products
including Word, Excel, PowerPoint, a Ugandan nationality
