About USAID Defeat TB project:
University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development Cooperation
Strategy and in support of the Government of Uganda’s TB Program, this
five-year, USAID funded project’s goal is to increase TB case notification,
case detection, and treatment outcomes through health system strengthening.  The Defeat TB project goal is to increase TB
case notification, case detection, and treatment outcomes through health system
strengthening with the aim of ending the TB epidemic in Uganda.
Job Summary: The TB Services
Management Advisor serves as technical advisor to, the Ministry of Health
(MOH), Kampala Capital City Authority Directorate of Public Health and
Environment, District Health Teams, implementing partners and non-governmental
organizations (NGOs) in the planning and strengthening of programs and
activities to Control of Tuberculosis in Kampala Region. S/he will be
responsible for providing technical assistance to all clinical and programmatic
TB, DR-TB and TB/HIV activities for Kampala as well as major urban settings as
needed.
 Key Duties and Responsibilities:  
·        
Lead the effective development and
implementation of quality health programs for TB control establishing linkages,
strengthening systems & ensuring quality in public and private health
services.    
·        
Oversee the implementation, monitoring and
evaluation of sound and cost-effective interventions aimed at bolstering
capacity for TB prevention, screening, diagnosis and treatment of all forms of
TB in close collaboration with partners to ensure that all program
implementation, research and analysis in both health facilities and
laboratories are carried out in accordance with program objectives,
internationally recognized standards and best practices.

Build relationships with public and private
sector representatives in the region and work closely with District Health
Teams and other Implementing partners working in TB, DR-TB and HIV, as well as
with the health facilities to strengthen coordination, mentoring and supportive
supervision of TB control activities.
·        
Support members of multidisciplinary teams at
Project, National, District/facility levels to ensure efficiency and
effectiveness of interventions and with the HMIS Officers at different levels
to monitor and ensure progress is being achieved towards the objectives of
Defeat TB.
·        
Support development/implementation of TB,
TB/HIV, MDR-TB and also community TB care packages in the urban settings;
identifying and devising approaches differentiated service delivery models that
meet the peculiarities of urban settings
·        
Work with NTLP to identify and address priority
technical and programmatic gaps in increasing case notifications, diagnosis and
treatment of Pediatric TB through project supported interventions
·        
Build capacity for application of QI methods to
improve TB service delivery processes and outcomes including use of cascade
monitoring for the entire spectrum of TB control
·        
Document and share learning generated from
monthly data review, cohort reviews, operations research and evaluations
·        
Coordinate the implementation, monitoring and
evaluation of the 3Is package.
·        
Represent the project and contribute towards the
MOH regional TB, TB/HIV and MDR/XRD TB working groups while maintaining
communication with the project leadership
·        
Develop annual, quarterly, monthly workplans and
periodic reports
·        
Coordinate Knowledge and skills Capacity
building activities for application, monitoring and documentation of Quality
improvement results
·        
Supervises the Program Officers



Qualifications, Skills and
Experience:
·        
The applicants for the USAID TB Services
Management Advisor job opportunity must hold an MBCHB degree with masters
training in internal medicine (MMED) or Public (MPH) or both
·        
At least five years’ work experience in TB
Control related activities, including program implementation, monitoring and
evaluation.
·        
Demonstrated clear understanding of current key
TB, TB/HIV control and MDR-TB issues at national and global level.
·        
Strong managerial skills are required to operate
independently with limited direct supervision of day-to-day activities and to
lead results-driven project teams and workgroups.
·        
Strong oral and written communication skills are
required to develop and maintain effective, sustainable working relationships
with national and international working partners and to accomplish reporting
requirements.
·        
Ability to analyze, understand and discuss new
program design, management and implementation approaches is required. This
includes the development of evaluation designs, use of reliable and valid
instruments, and methods for data collection, analysis and reports.
·        
The ability to influence other collaborative
organizations engaged in TB & HIV control programs to adopt appropriate
strategies for improving the programs for patients with TB/HIV co-infection is
an important skill required for this position.
·        
Detailed knowledge of current TB, TB/HIV and
DR-TB landscape in Uganda, the health care system, Ministry of Health policies,
regulations and program priorities
·        
Detailed knowledge of USAID Administrative
policies and regulations
·        
Demonstrated experience in onsite training,
mentorship and QI coaching approaches
·        
Demonstrated organizational and supervisory
skills and abilities; sound judgment, and high ethical standards; flexible and
able to adapt to changing priorities and deadlines
