About USAID Defeat TB project:
University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening.  The Defeat TB project
goal is to increase TB case notification, case detection, and treatment
outcomes through health system strengthening with the aim of ending the TB
epidemic in Uganda.
Job Summary: The TB Program
Officer will be responsible for assisting the Kampala TB Services Manager
collaboration with the project’s Multi-disciplinary team to plan, coordinate
and monitor the implementation of all project components of TB care at
supported facilities including TB/HIV, TB Infection control, DOT strengthening,
drug resistant TB surveillance and management, TB recording and reporting and
the application of QI approaches to improve TB care.
Key Duties and
Responsibilities:  
·        
Assist the Kampala TB Services Manager  to plan and coordinate provider skills
strengthening activities for all components of TB services at the project
supported facilities including but not limited to TB prevention, screening,
diagnosis and treatment of all forms of TB in close collaboration with partners
to ensure that all program implementation, research and analysis in both health
facilities and laboratories are carried out in accordance with program
objectives, internationally recognized standards and best practices

Manage the implementation of drug resistant TB
and infection Control (IC) activities including technical assistance for
development of infection control plans and human resources for infection
control
·        
Build capacity for application of QI methods to
improve TB service delivery processes and outcomes including use of cascade
monitoring for the entire spectrum of TB control and establish a TB QI collaborative
database
·        
Provide technical support, supervise and
facilitate the hospital TB care teams to effectively implement and report
activities (including provision of virtual support through telephone, e-mail or
other)
·        
Work closely with NTLP to identify and address
priority technical and programmatic gaps in increasing case notifications,
diagnosis and treatment of Pediatric TB through project supported interventions
·        
Develop TB M&E capacity for the hospital TB
care teams in collaboration with the District and Zonal TB and Leprosy
Supervisors
·        
Develop annual, quarterly, monthly workplans and
periodic reports
·        
Monitor the implementation of planned activities
through periodic consultations, progress review meetings, reports review, and
field visits; providing feedback for improving performance
·        
Conduct TB operational research activities
involving the project supported hospitals
·        
Support development/implementation of TB,
TB/HIV, MDR-TB and also community TB care packages in the urban settings;
identifying and devising approaches differentiated service delivery models that
meet the peculiarities of urban settings
·        
Document and share learning generated from
monthly data review, cohort reviews, operations research and evaluations
·        
Coordinate the implementation, monitoring and
evaluation of the 3Is package.



Qualifications, Skills and
Experience:
·

Program Officer Project job opportunity must hold a Degree in Medicine, Nursing
or Public Health with relevant post graduate training
·        
Demonstrable experience and results of
application Continuous quality improvement approaches
·        
A minimum of three years’ working experience in
TB or TB/HIV care and support at district or health facility level
·        
Excellent interpersonal and communication
skills.
·        
Demonstrated clear understanding of current key
TB, TB/HIV control and MDR-TB issues at national and global level.
·        
Demonstrated organizational skills and
abilities, sound judgement and high ethical standards; flexible and able to
adapt to changing priorities and deadlines
·        
Demonstrated experience in onsite training,
mentorship and QI coaching approaches
·        
Demonstrated organizational and supervisory
skills and abilities; sound judgment, and high ethical standards; flexible and
able to adapt to changing priorities and deadlines
·        
Strong oral and written communication skills are
required to develop and maintain effective, sustainable working relationships
with key stakeholders
