Performance Management
Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Human Resource Officer Performance Management will ensure adherence to
performance management and reward system through monitoring & tracking
employee confirmation dates, using metrics for other jobs to promote
accountability for results, communicating, sensitizing, coaching staff about
the PM process requirements and guidelines, analyzing trends and reporting
periodically as well as identifying key challenges for further improvement in a
timely manner. The Officer will be involved in recognizing and rewarding
performance in line with the Human Resources Policies Manual (HRPM).
Responsibilities:
- Track implementation of the staff
performance management framework/system including guidelines and processes
for the implementation of the performance management system; - Prepare and submit annual Performance Agreements
for all staff in liaison with the Manager Performance Management; - Monitor and support the implementation of
monthly / quarterly feedback sessions across directorates; - Maintain a database of HR PM Information
& statistics; - Participate in the development of relevant
metrics for monitoring and evaluation of HR performance and appraisal
tools for all staff in liaison with the Manager Performance Management; - Partner with line managers in implementing
rewards for their teams; - Risk management in HR performance
management.
Experience:
- The applicant for the UNRA Senior Human
Resource Officer – Performance Management career opportunity should hold
an Honors Degree in Human Resource Management, Organizational Psychology,
Business Administration, Commerce and/or Statistics; - Possession of a master’s degree in Human
Resource Management, Administration or any other relevant courses from a
recognized University is an added advantage; - Any other post graduate qualifications in
a relevant field will be an added advantage; - Computer literacy skills
- A minimum of four (4) years’ experience in
Human Resource Management at middle management level in a reputable
organization; - Previous experience in a busy and
demanding environment for a minimum of 3 years; - Prior experience working for a corporate
entity; - Skills in report writing using metric
comparisons, graphs, tables and applied analytics; - Proficient with Microsoft excel formulas,
if function, pivot tables, and use of graphs; - Ability to develop power point
presentations as well as communication material. - Ability to work as part of a team and to
develop others; - Excellent interpersonal, particularly
staff/management relations, oral and written communication skills; - Ability to work and produce accurate
results in an environment with multiple and challenging tasks; - Ability to follow instructions and
communicate effectively; - High level of integrity.
