About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary:  The Associate Solutions Officer will support
the UNHCR Representation in promoting a multi-stakeholder comprehensive refugee
response in Uganda.
Key Duties and Responsibilities:  
  • Build and maintain relations and
    coordinate information among Government entities including OPM, line
    ministries, UN agencies, embassies and NGOs in order to promote /implement
    UNHCRs objectives in relation to the CRRF;
  • Quickly respond to queries from Government
    Officials, NGOs, individuals, etc. and provide the information required or
    appropriately refer the queries elsewhere; Liaise with the CRRF
    Secretariat on information-sharing needs and requests.
  • Keep development partners, NGOs and
    private sector communities informed of developments in relation to the
    CRRF secretariat through preparing presentations, updates and attending
    relevant meetings.
  • Support OPM and Government on Uganda in
    preparations for international meetings and events;
  • Guide on the contextualization in Uganda
    of global CRRF guidelines and progress indicators; assist with monitoring
    and reporting on the CRRF in Uganda; share analysis and support the CRRF
    Secretariat in this regard;
  • Monitor practices in the region Ethiopia,
    Tanzania in particular and recommend relevant ideas for the Ugandan context;
  • Regularly monitor development and
    implementation of relevant national policies and strategies and provide
    analysis and advice to UNHCR Solutions Team on key issues arising;
  • Support OPM in technical and analytical
    work responding to needs and recommendations raised by the CRRF Secretariat
    and/or Steering Group;
  • Gather information from a multitude of
    stakeholders and carry out relevant data analysis
  • Work closely with UNHCR units and field offices
    on CRRF deliverables and update them on current status, global guidance and
    expectations of UNHCR, etc;
  • Work in liaison with the NOB Solutions and
    Development Officers in the sub-offices to enhance UNHCRs engagement with
    local government and development actors at the district level;
  •  Perform other duties as required.



Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Associate Solutions Officer career opportunity should possess a University
    degree in social sciences, socio-economic development, development
    planning, rural development, or other related fields
  • At least five years’ job experience
    relevant to the function, preferably in a senior position both in
    humanitarian and development contexts.
  • Demonstrated ability to develop and
    maintain partnerships and networks with a variety of actors, including government
    and private sector
  • Significant exposure and experience in
    policy analysis, planning, representation and advisory functions.
  • Previous exposure and experience in
    monitoring and evaluating programmes/projects
  • Excellent computer skills including excel,
    word and power point
  • Excellent drafting and reporting skills
  • Results oriented and pro-active
  • Strong advocacy and negotiation skills
  • Excellent oral and written communication,
    including listening, facilitating and influencing skills
  • Knowledge/experience on Ugandan refugee
    situation
  • Working knowledge/experience on
    coordination within the UN system – Previous experience of UNHCR
  • Fluency in English
