About USAID Defeat TB project:
University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening.  The Defeat TB project
goal is to increase TB case notification, case detection, and treatment
outcomes through health system strengthening with the aim of ending the TB
epidemic in Uganda.
Job Summary:  The Technical Advisor- Quality Improvement is
responsible for assisting his/her supervisor in providing technical leadership,
oversight and coordination of capacity building for integration of Quality
improvement activities across the spectrum of TB control interventions and at
all levels of implementation of project activities.S/he will support the
Project, NTLP, District and Facility teams to effectively design, implement,
document and report about Quality improvement activities across the different
interventions, in accordance with the Health Sector Quality Improvement
framework and strategic plan 2015/16 – 2019/20. S/he will also work with the
Ministry of Health (MoH) and relevant stakeholders to improve the quality of
health care services in target districts. S/he will have relevant experience
technical and management expertise.
Key Duties and
Responsibilities:  
·        
Provide technical leadership, assistance and
capacity building for application of quality improvement methods across the
project’s thematic areas and levels, strengthening integrated service delivery.
·        
Support the project and district teams to
design, implement, monitor and document the results from improvement
collaboratives for the different thematic areas through training, coaching and
experiential learning exchange activities
·        
Identify and appropriately address QI capacity
building needs at project, Regional, District, Health facility and community
levels
·        
Provide technical oversight for strengthening
the functionality of QI teams at all levels in accordance with the Health
Sector QI Framework and strategic plan
·        
Coordinate bi-annual health facility performance
assessments and client satisfaction surveys using the MOH and USG tools; and
utilization of findings for improvement
·        
Develop, implement and track annual, quarterly
and monthly QI activity workplans and budgets, working closely with the
supervisor and other team members
·        
Prepare periodic program reports, as may be
required
·        
Work closely with the Monitoring, Evaluation and
Learning teams to establish robust QI data management systems for the different
improvement collaboratives
·        
Lead the documentation and dissemination of QI
related activities, progresses, successes, lessons learned and best practices
·        
Supervise other staff as designated
·        
Perform any other related duties as assigned



Qualifications, Skills and
Experience:
·        
The applicants for the USAID Defeat TB Quality
Improvement Advisor job opportunity must hold a Bachelor’s Degree in Medicine
or Nursing and a Master’s Degree in Public Health.
·        
A minimum of three years’ experience in
implementing Quality Improvement collaboratives; providing technical assistance
to project, District and facility-based Quality Improvement teams.
·        
Three or more years of related experience in
integrated health programming gained through serving within a government
institution or NGO with proven ability to coordinate activities of different
stakeholders at district and or sub national level.
·        
Proven skills in supervision, planning and
management
·        
Proven ability to conceptualize, innovate and
execute ideas, as well as transfer knowledge and skills to front-line service
providers
·        
Excellent interpersonal skills
·        
Ability to express clearly and concisely ideas
and concepts in written and oral form.
·        
Experience with USAID and donor projects is
highly desirable
NB: Only candidates who are
