University Research Co., LLC (URC) is implementing the USAID-funded
Strengthening Uganda’s Systems for Treating AIDS Nationally (SUSTAIN) project.
The project supports delivery of quality HIV prevention, treatment, care and
laboratory services at selected regional referral and general hospitals.
Job Summary: The TB/HIV
Technical Advisor is responsible for taking lead in implementation of the HIV
care and treatment, TB prevention and management and Quality improvement
activities to improve the quality of health care services in USAID SUSTAIN
supported health facilities in Northern Uganda.
Key Duties and
Responsibilities:  
·        
Supervise all activities for adult and
paediatric HIV/TB care and treatment services in all 16 districts in Northern
Uganda
·        
Support development, timely submission and
tracking of annual, quarterly and monthly work plans and budgets for HIV care
and treatment and TB services.
·        
Carry out regular activities to assess and build
necessary competencies of the regional team leads and District Improvement
Advisors supporting SUSTAIN project work in the selected districts/ health
facilities.
·        
Offer overall technical support and over site
for comprehensive TB/HIV care services for the SUSTAIN project through the
District Improvement Advisors and sub-regional leads.
·        
Directly manage adult and paediatric HIV and TB
technical areas including conducting coaching and mentorship, training and
managing coaches at district and regional level, generate and document best
practices.
·        
Offer technical support to health facilities and
districts in northern Uganda to implement and meet set targets for adult and
paediatric HIV care and treatment and TB services.
·        
Build the capacity of district teams to
continuously support health facilities to improve adult and paediatric HIV care
and treatment and TB services using QI approaches.
·        
Provide technical support to supervisees,
including the District Improvement Advisors in the region.
·        
Work in close partnership with the district
health team, set targets and support the district teams to achieve the targets
in the above mentioned technical areas.
·        
Apply the collaborative improvement approach:
Work with the district improvement officers to spread new learnings throughout
the health facilities in the region.
·        
Coordinate with Ministry of Health and other
stakeholders implementing adult and paediatric HIV care and treatment and TB
services in the region to synergize interventions.
·        
Ensure timely writing and submission of quality
and accurate reports quarterly, biweekly and at all other requested times.
·        
Keenly review and improve technical strategies
employed by the technical team and District Improvement Advisors supporting the
technical areas of adult and paediatric HIV care and treatment and TB to ensure
the USAID SUATAIN project work plan is adhered to and implemented with
measurable success.
·        
Work in close collaboration with the monitoring
and evaluation team ensure that data collected is accurate, valid and captures
process and outcome indicators.
·        
In collaboration with knowledge management
staff, lead the process of documenting best practices in form of case studies,
success stories, abstracts, video clips in addition to the routine biweekly
updates, quarterly and annual reports for the work done.
·        
Develop, support and maintain a pool of district
and regional coaches who will support the health facility improvement teams to
improve the quality of care and services provided in the above named technical
areas.

Perform any other duties as assigned by the
supervisor



Qualifications, Skills and
Experience:
·        
The applicants for the USAID SUSTAIN TB/HIV
Technical Advisor job opportunity should hold a Degree in Medicine &
registered with the Uganda Medical & Dental Practitioners’ Council.
·        
Masters’ degree in Internal Medicine /
Pediatrics and / or Public Health.
·        
Extensive technical experience in planning,
managing, monitoring and advising HIV Care and Treatment and TB services with
at least 5 years’ experience in providing care and treatment to people with
adult and paediatric HIV and TB.
·        
Extensive knowledge of the guidelines for adult
and paediatric HIV care and treatment and TB prevention and management.
·        
Demonstrated ability to manage projects from
start up to successful completion
·        
Ability to manage and coordinate technical teams
·        
Previous experience in supporting teams to apply
Quality Improvement approaches is an added advantage.
·        
Ability and willingness to travel within the
supported districts.
·        
Experience with working with diverse groups of
stakeholders such as government, NGOs, and private-sector partners.
·        
Ability to organize, analyze, interpret and
programme performance data
