Job Summary: The Senior
Finance Analyst will coordinate implementation of the Primary Health Centre
(PHC) – (Essential Medicines and Health Services) programme at Joint Medical
Store for the Private Not For Profit (PNFP) sector. S/he will support the
provision and management of relevant financial data to enable reporting and
accountability to the Ministry of Health (MoH).
Finance Analyst will coordinate implementation of the Primary Health Centre
(PHC) – (Essential Medicines and Health Services) programme at Joint Medical
Store for the Private Not For Profit (PNFP) sector. S/he will support the
provision and management of relevant financial data to enable reporting and
accountability to the Ministry of Health (MoH).
Key Duties and
Responsibilities:
Responsibilities:
- Keeps Joint Medical Stores (JMS) management
up to date on all PHC fund related matters - Coordinates PHC finance related activities
to: - Ensure each of the PNFP
facilities approved by MoH has a budget line at JMS - Keenly track the use of each
facility budget line and ensure that facilities are informed of their
balances at the end of each delivery cycle - Ensure that proper
documentation and audit trail are maintained for all PHC related
activities - Request for funds from MoH to
be released on a quarterly basis - Keeps an up to date risk register (updated
on biannual basis) and follow up to ensure that all risks are reported to
management and mitigated appropriately. - Regularly monitors implementation PHC
conditional grant for medicines in line with the agreement between
government and Joint Medical Stores - Produce pricelists and price comparison
reports and submit them to MoH; - Receive and verify returned documents and
prepare accountability report. - Prepare and submit the accountability
report together with all necessary support documents by the 15th day of the
month following the quarter end - Follow-up financial performance indicators
and regularly report to JMS/UHSC and the MoH. - Updates health facilities of their
balances for every order processed (both- CS share schedule, finance
avails statement) - Coordinates the audit exercise for PHC
funds and provides all the necessary information to JMS management - Works closely with MoH Directorate of
Planning and Development specifically the Department of Planning and
Policy and the Department of Budget and Finance on all matters regarding
the Primary Health Care grant for medicines

Experience:
Experience:
- The ideal candidate for the Management
Sciences for Health (MSH) Senior Finance Analyst job opportunity should
hold a Bachelor’s Degree in Business, Finance, Economics, Procurement and
Logistics or related fields equivalent. Master’s Degree in these areas is
an added advantage - Professional qualification in accounting
is an added advantage (ACCA, CPA) - A minimum of three years of hands-on
experience of working with experience in financial management systems - Practical experience warehousing and
distribution management in a low income country setting. - Prior management experience is desirable
- Good team player with strong interpersonal
and leadership skills - Highly innovative and able to identify
strategies for continuous business improvement. - Computer literacy i.e. Proficiency in MS
Office applications (Email, Word, Excel, Excel, Power Point)
