About UNRA:
The Uganda National Roads Authority (UNRA) was established by an Act of
Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008.  The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Job Summary: The Resident
Engineer will be responsible for managing and supervising the upgrading and
rehabilitation works of road projects. This will involve design review,
construction supervision, construction contract progress monitoring, reporting
and financial management, ensuring the objectives of the projects conform to
desired standards and budget. In addition the Manager will provide supervisory
services during defects liability period, participate in defining procurement
specifications for both internal and external road projects, implement
environmental and social safeguards and prepare closure reports as in built
drawings. The jobholder will also be responsible for accountability of the
resources including human, financial and property.
Key Duties and
Responsibilities:  
·        
Supervise the construction /rehabilitation of
road projects in line with standards, specifications and best practices;
·        
Carry out risk management on projects in line
with UNRA’s approved risk management frame work;
·        
Manage contracts in line with standards,
specifications and best practice;
·        
Carry out value engineering of major changes in
design, scope and construction methods;
·        
Quality management of works in accordance with
UNRA standards, specifications and best practice;
·        
Monitor and evaluate cost of project
implementation in line with approved budget;
·        
Respond to audit reports and implement agreed
recommendations within specified time frames;
·        
Manage performance and develop direct reports in
line with the performance management system of UNRA.



Qualifications, Skills and
Experience:
·        
The applicant for the UNRA Resident Engineer
opportunity should hold an Honors Degree in Civil Engineering, Highway
engineering or;
·        
A Higher Diploma in Civil Engineering from a
recognized institution with a Master’s Degree;
·        
For those with a Bachelor’s Degree, a Master’s
Degree in a related field and other post graduate qualifications in Civil
Engineering, Highway Engineering or other relevant field will be an added
advantage;
·        
Registration with the professional Engineers
Registration Board (ERB) or its equivalent in the Commonwealth is a must;
·        
At least five years’ experience in roads and
bridges construction;
·        
Previous exposure and experience in Project
Management of major construction works;
·        
Demonstrated working experience in managing
diverse professionals.
·        
High level of integrity;
·        
Good track record of outstanding performance;
·        
Ability to work as part of a team and to develop
subordinates;
·        
Excellent interpersonal, particularly
staff/management relations;
·        
Excellent oral and written communication skills;
·        
Computer literacy skills
·        
Ability to manage/supervise multi skilled teams
and deliver accurate results in a timely manner and in an environment with
multiple and challenging tasks.
