About USAID Project:
UHMG was awarded the USAID/Uganda Social Marketing Activity, a
four-year cooperative agreement for a health sector-wide program. The program’s
goal is to contribute to a reduction in new HIV infections, total fertility,
maternal and child mortality, malnutrition and malaria, and to improve access
to family planning. This four-year activity aims to improve utilization of and
increase the uptake of health-related social marketing products and services
among under-served Ugandan consumers and communities in rural and urban areas.
Job Summary: The Research
Manager will be responsible for providing strategic and tactical direction to
SMA/UHMG in research to enable the project design and implement evidence-based
interventions, through execution of research studies, evaluating cost
effectiveness, and assessing impact of project/program strategies. The
jobholder will also provide a mechanism of documenting best practices, identify
replicable models to be scaled up, and undertake timely dissemination of
findings/key learnings to stakeholders, and their publication in renown
journals. S/he will work very closely with all project’s sector managers to
identify key priority research areas and learning agenda for incorporation in
the overall annual work plans. S/he will be responsible for prioritization and
analysis of research activities for their relevancy, credibility, feasibility, cost
effectiveness and added value to the overall organisations mandate. S/he will
play a leading role in regularly carrying out informative operational research,
and dissemination of findings, which will require a self-driven, seasoned, and
experienced person with skills to manage and oversee these technical areas.
This position requires a person who has strong strategic and tactical skills in
research, monitoring and evaluation (RME) development, leadership,
communication, and documentation, to effectively and proactively reinforce the
organization’s commitment to strong RME systems. S/he must focus on quality,
improvement effectiveness and efficiency, and model independence, objectivity,
ethics, integrity, professionalism, and avoidance of bias and conflict of
interest. The person should have the capacity to work under minimum supervision
with resilience, and maintain a clean and transparent research management and
monitoring system as per set procedures.
S/he should be detail- and results-oriented, having strong conceptual,
analytical, and reporting skills, with expertise in information gathering,
analysis and timely reporting, be proactive in instituting innovative,
sustainable, and cost-effective interventions, and work dedicatedly to fulfill
the organization’s goals, while upholding the Core Values of UHMG.
Key Duties and
Responsibilities:  
·        
Provide strategic guidance in research for
measuring SMA/UHMG’s impact in terms of effectiveness of supported
interventions, coverage of targeted populations, and identify efficient models
for replication.
·        
The incumbent will also manage research,
research designs, research methodologies, design questionnaires, support,
documentation, and supervise external consultants to ensure high-quality
studies, quality assurance, and interpret data, write reports, make actionable
recommendations, and present and publish findings for HIV prevention, MCH,
malaria, nutrition and family planning interventions.

Work in liaison with the Reproductive Health
team, identify research themes to analyse current issues that limit full
utilisation of Family Planning services to address the unmet need for family
planning and other service delivery gaps in reproductive health, and develop a
plan to scale up identified best practices, after promising/successful pilot
tests.
·        
Assist the Malaria Program team to identify key
research themes for scale up of malaria prevention services and uptake of case
management services. Establish the extent of use of preventive measures; LLITN
and IRS, as well as adherence to malaria case management guidelines; lab
testing for suspected malaria fever and adherence to prescription guidelines by
both providers and clients.

Work with the Communications and Social
Marketing teams to: a) Guide the design and implementation of evidence-based
interventions, and incorporate activities on monitoring and evaluation
frameworks with key benchmarks to evaluate program outputs and impact. b)
Monitor and evaluate the impact of brands promotion activities based on key
monitoring indicators to monitor specific brands uptake, customer preferences,
and satisfaction with their use. .

Work with the Product Facility team to: a)
Monitor market penetration of UHMG socially-marketed products, market share,
and determine strategies to capture and maintain specific products market
share. b) Analyse the cost-benefit of the third-party logistics services,
product sales and distribution services.



Qualifications, Skills and
Experience:
·        
The applicant for the USAID Project Research
Manager should hold a Master’s Degree in Development evaluation, Monitoring
& Evaluation, Health Services Research, Statistics, epidemiology,
Quantitative Economics, Social Sciences or Population studies from a reputable
institution coupled with a post-graduate training in monitoring and evaluation
·        
A minimum of five years of relevant experience
in charge of research in a donor environment, and in monitoring public health
communication-related projects of a similar scope in a social marketing field
is an added advantage.
·        
Broad knowledge and understanding of research
designs, research methodologies and data analysis.
·        
Skilled in online research, audience
measurement, and market research. Proficient in the design and execution of
operational research using different research methodologies (qualitative and
quantitative methods) to provide information for programs planning, monitoring
and evaluation of supported interventions.
·        
Previous exposure and experience in the use of
data analysis software (SPSS, STATA, Excel, GIS, ATLAS-TI, etc.) is mandatory.
·        
Previous experience working with USAID-funded
programs will be an added advantage.
·        
Demonstrable results in previous work
environment should reinforce claims to this experience. Ability to design and
implement operational researches using different research methodologies
(qualitative and quantitative methods) to provide information for programs
planning, monitoring and evaluation of supported interventions.

Proficiency in relevant computer applications
and databases, with hands-on experience required
·        
High degree of motivation, focus, discipline
with the drive and dynamism to work under pressure with competing deadlines,
and possess the ability to make an immediate impact.
·        
Excellent communication, presentation,
analytical, record keeping, results-oriented, and report-writing skills, and
experience in managing objectives with the customer in mind.
·        
Good judgment, initiative, high sense of
responsibility, tactful, ability to plan, organize, and measure outcomes of
interventions.
·        
Exemplary and honest, with a high level of
energy and integrity, and able to work under minimum supervision.
·        
Highly flexible, innovative, team player with
good interpersonal skills, and the ability to make positive contributions.
