Rights: Resilient Livelihoods, Governance and Accountability and Humanitarian
Preparedness and Response.
Job Summary: The Research
and Policy Coordinator will mainly consider the dynamics on addressing Oxfam’s
thematic as well as cross cutting areas, alongside what is needed in terms of
advocacy approach to address the pressing needs within Oxfam in Uganda.
Key Duties and
Responsibilities:  
Act as overall policy lead for the research, policy and advocacy
response:
·        
Assist the Program Managers to prepare Policy
Positions and Briefing Papers on key development and humanitarian issues and
work closely with the Media & Communications Coordinator to ensure
production of quality external communication materials.
·        
Work closely with colleagues in the Oxfam
confederation to share ideas and information about Oxfam’s global influencing
agenda and support and contribute to the development of Oxfam’s global Position
Papers, which is reflective of the Uganda’s development, political and
humanitarian contexts.
·        
Coordinate the development, implementation and
evaluation of campaigns/advocacy strategies for Oxfam and partners.
·        
Provide support in the development and linkage
of Oxfam and partner’s advocacy work; ongoing and planned, from local,
national, regional, continental and global platforms and vice versa.
·        
Working closely with program teams, identify,
Initiate and support the building of strategic partnerships with key external
contacts in the CSOs, private sector, government agencies, political entities,
educational institutions, diplomatic circles, informal groups and the
citizenry.
·        
Work in liaison with program leads and partners,
advice on areas, which require deeper investigations or studies to inform the
program implementation design as well as the advocacy agendas of Oxfam.
·        
Provide leadership in ensuring Oxfam and
partner’s commission quality and innovative researches and coordinate the
production process of the study.
·        
Compile and keep an up-to-date inventory of the
contemporary and past research publications and Policy Positions by Oxfam,
partners, other INGOs, government agencies, private sector institutions and
other stakeholders.
·        
Provide and assess up-to-date information
including a power analysis about trends in politics, development work,
humanitarian and citizens engagements and advise on the likely implications to
Oxfam’s programs
·        
Provide and assess up-to-date information
including a power analysis about trends in politics, public policy, planned
changes to legislation, interpreting this against the backdrop of Oxfam in
Uganda’s strategy
·        
Guide and support program managers to ensure
they are fully capacitated with relevant and contemporary ideas, tools and
tactics in the market to take forward the model of integrating advocacy in
programs across all thematic areas.



Qualifications, Skills and
Experience: 
·        
The applicant for the Oxfam Research and Policy
Coordinator job opportunity must hold a Bachelor’s Degree in Political Science/
International Affairs/ Public Policy/ Government with focus on conflict and
security/ humanitarian affairs/ governance/ risk management.
·        
Possession of an advanced degree in related
field would be an added advantage;
·        
Extensive experience of representation, advocacy
and lobbying with African government targets at senior levels;
·        
Experience of humanitarian work and
understanding of programme context, dilemmas, challenges and ways of working;
·        
Demonstrated ability in developing and
implementing advocacy strategies, coordinating policy work, conducting research
and writing papers and lobby notes;
·        
Personal gravitas and networks at senior
influencing levels in Uganda and East Africa region;
·        
Strong conceptual and analytical skills and
ability to think/operate innovatively and strategically, with the ability to
write substantial pieces of analysis for senior audiences;
·        
Broad knowledge and understanding of
humanitarian response, disaster risk reduction, complex humanitarian
emergencies, conflict resolution strategies, and international human rights/
humanitarian law;
·        
Ability to think and operate strategically and
creatively;
·        
Good lobbying and political skills: persuasive,
diplomatic and articulate;
·        
Ability to communicate clearly and work
independently yet cooperatively in a cross-cultural setting with a number of
long distance working relationships; initiative, influencing skills, self-awareness,
ability to work effectively with others and critical analysis skills;
·        
Willingness to travel regularly to key capitals
in the region and beyond as well as field locations as required.
