worldwide. With a non-profit affiliate, the Center for Human Services (CHS),
URC manages projects in over 45 countries, including the United States.
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening. The Defeat TB project
goal is to increase TB case notification, case detection, and treatment
outcomes through health system strengthening with the aim of ending the TB
epidemic in Uganda.
Public-Private Partnerships Advisor will provide technical leadership,
management and direction for the project’s public-private partnerships (PPP)
portfolio. The PPP Advisor will lead the design and implementation of
interventions to improve TB case finding, linkage and retention to treatment in
Kampala and other Urban settings surrounding Defeat TB supported facilities, in
collaboration with the National TB and Leprosy Program, the MOH Quality
Assurance Department and The AIDS control program.
Responsibilities:
Tasked with the identification, assessment, and
recommendation of potential private sector partners and partnership
opportunities for increased funding for TB control efforts, increased TB case
finding, linkage and retention of all forms of TB on treatment
Providing technical leadership for the design,
formalization, and management of innovative PPPs;
Supporting the development of innovative tools
to promote engagement and accountability for TB results by the private sector
plan and coordinate provider skills
strengthening activities for all components of TB Control Services at the
selected private sector TB service delivery points through training, mentorship
and QI coaching activities
Work with NTLP to identify and address priority
technical and programmatic gaps in increasing case notifications, diagnosis and
treatment of Pediatric TB through project supported interventions
Offer technical support, supervise and
facilitate the private sector TB care teams to effectively implement and report
activities (including provision of virtual support through telephone, e-mail or
other)
Monitor the implementation of planned activities
through periodic consultations, progress review meetings, reports review, and
field visits; providing feedback for improving performance
Conduct TB operational research activities
involving the supported private health facilities hospitals
Document and share learning generated from
monthly data review, cohort reviews, operations research and evaluations
Conduct Operations Research activities involving
the private sector
Develop annual, quarterly, monthly workplans and
periodic reports
Coordinate Knowledge and skills capacity
building activities for application, monitoring and documentation of Quality
improvement results
Experience:
The applicants for the USAID Defeat TB Project
job opportunity must hold a Bachelor’s Degree in Medicine, Nursing or Public
Health with Post graduate training in Public Health, Project planning and
management, or relevant health field
Three years of experience working and improving
Health results through engagement of the private sector
Proven ability to identify high-value
partnerships with the private and public-sector stakeholders and to leverage
private investment.
Proven ability to work collaboratively, lead
negotiations, and reach a consensus among several private and public-sector
stakeholders.
Ability to work independently and effectively
within tight deadlines.
Experience designing capacity building events
and facilitating training sessions for a variety of audiences is a plus.
Strong oral and written communication skills are
required to develop and maintain effective, sustainable working relationships
with national and international working partners and to accomplish reporting
requirements.
Ability to analyze, understand and discuss new
program design, management and implementation approaches is required. This
includes the development of evaluation designs, use of reliable and valid
instruments, and methods for data collection, analysis and reports.
The ability to influence other collaborative
organizations engaged in TB & HIV control programs to adopt appropriate
strategies for improving the programs for patients with TB/HIV co-infection is
an important skill required for this position.
Detailed knowledge of current TB, TB/HIV and
DR-TB landscape in Uganda, the health care system, Ministry of Health policies,
regulations and program priorities
Detailed knowledge of USAID Administrative
policies and regulations
Demonstrated experience in onsite training,
mentorship and QI coaching approaches
eligible to work in the Uganda for an indefinite period without a need for
