In 1996, Action Africa Help International (AAIN) became Aktion Africa
Hilfe e. V (AAH) and was registered in Munich, Germany from where our founders
in 2003 moved the organisation’s headquarters to Kenya. AAH-I now works with
refugees, host communities and other marginalized and vulnerable groups in
Kenya, Uganda, Somalia and South Sudan, where it operates across a range of
sectors that seek to bridge relief to development.
Action Africa Help Uganda (AAH U) has received funding from United
Nations World Food Programme (UNWFP) to implement programmes from the in the
District of Lamwo (Palabek Refugee Settlement).
Job Summary: The Project
Officer will provide essential support administrative and technical with other
team members to ensure operation and timely implementation of various planned
project activities, and fulfill the necessary management requirements in line
with donor and AAH guidelines.
Key Duties and
Responsibilities:  
·        
Draft
coordinated plans with the teams to support the implementation of the
project in a timely manner.
·        
Preparation
of work plans and operation plans for various elements/ components of the
project on half yearly basis and an annual.
·        
Undertake
regular visits to the field to understand the ground situation and take necessary
actions for improvement in quality of community mobilization and support
activities of the project so that they are implemented in line with set donor
and AAH guidelines.
·        
Build
networks and linkages with the key actors in the field with in the settlements
and host community areas (Local Government representatives, LC Representatives,
etc) in line with project/settlement coordination and AAH guidelines.
·        
Provide
support in the preparation of training materials and manuals and help to
conduct necessary training and workshops at different levels as and when
required in the process of implementation of the projects.
·        
Ensure
provision of field reports and monitoring data sheets to the monitoring and
evaluation assistant by data clerks and village heath teams.
·        
Prepare
and monitor the preparation of regular project progress and activity reports
(monthly, quarterly and annual) in line with AAH and donor guidelines.
·        
Promote
and undertake the documentation of good practices and synthesis of lessons
learned, and ensure that these are reflected in improved training and project
management tools.
·        
Support
the M&E Assistant, Data Clerks and community mobilizers (community
based extension workers, VHTs, Community Social Workers) in obtaining and
documenting success stories, new articles, inputs to reports etc in line with
AAH and donor guidelines.
·        
Represent
Action Africa Help in various interagency and stakeholder forums
including various working groups at settlement and district level workshops,
seminars, meetings of adhoc and thematic nature in line with settlement
management and coordination guidelines.
·        
Routinely
monitor deadlines for project tasks and check regularly that every
deadline is still possible, and report any potential delays in line with
project management guidelines.
Key Result Areas:
·        
Project
monthly/quarterly/six-monthly and annual progress reports compiled with
clear performance indicators
·        
Regular
field level support and monitoring visits done
·        
Project
data is collected as per the quality on timely basis, based on the M&E
framework and data tools.



Qualifications, Skills and
Experience:
·        
The ideal candidate for the Action Africa Help
Uganda (AAH U) Project Officer job opportunity should hold a Bachelor’s degree in Nutrition and
dietetics, public administration, international development, Development
studies,
·        
At
least three years of related experience related to humanitarian assistance and
development programmes and/or projects, with non-government agencies
with specific working experience in a refugee settlement.
·        
Previous
experience in Project Management will be an asset; working experience in
community based projects/ activities will be an advantage.
·        
Prior
exposure and experience in program administration, operating procedures,
oversight and monitoring
·        
Ability
to work with database applications
·        
Knowledge
of project funding procedures and guidelines
·        
Excellent
problem-solving skills.
·        
Excellent
diplomatic skills and sensitivity to the range of different cultural
styles
·        
Must
be willing to live and work in rural areas and demonstrate resilience to work
in hardship conditions.
·        
Proficiency
in Word processing, spreadsheet, and project scheduling computer applications
·        
Ability
to work effectively as a team member and independently,
·        
Ability
to manage multiple priorities under pressure, trouble-shoot, and to meet short
deadlines in a fast-pace work environment
·        
Previous
experience in budget and financial management
·        
Excellent
written and verbal communication skills
·        
Excellent
critical and creative thinking and analytical skills
·        
Fluency
in written and spoken English
·        
Ability
to ride motorcycle, with a valid rider permit
