Job Summary: The Project
Manager – WN Refugee Response Program will provide technical and managerial
leadership to the implementation of World Vision West Nile Response Milti
–sector and multi donor grant comprising of WASH, Child protection and
Livelihoods in Arua District. The incumbent will support the implementation,
monitoring, evaluation and reporting functions to all the grants components as
well as provide support in the design of new grants in line the World Vision
WNR Response strategy. He/she will be expected to demonstrate strong Christian
values and commit to be an example in his/her spiritual life to others.
Key Duties and
Responsibilities:  
Project management and coordination:
·        
Provide management and technical oversight/guidance
to sector staff in the identification of refugee and host communities to
benefit from World Vision’s multi-sector activities in Omugo refugee
settlement.
·        
Provide leadership in the creation of project
detailed implementation plans (DIP), procurement plans and cash flow forecast
to facilitate implementation of the Livelihoods, WASH and CPiE activities of
the grant in accordance with existing project designs.
·The project
manager will work closely with Child Protection, Livelihoods and WASH technical
specialists at the Response and National Office to support the roll out of
project models, design and approval of technical works, Monitoring, supervision
and certification of project activities.
·        
Conduct regular field visit to project sites to
ensure implementation is in line with approved plans; uses communities’
feedback to inform existing plans to guarantee project success.
·        
Participate in Inter-agency meetings and
bilateral discussions with relevant stakeholders (UN, OPM, District and peer
organizations) to ensure project interventions are informed by existing gaps
across all the sectors and project resources are directed to areas of need for
increased impact.
·        
Identify new opportunities/gaps based on
existing needsand work with the program management unit to develop new program
approaches/concept notes for continuity of World Visions WNRR interventions in
the region.
·        
Conducts regular review and tracking of DIPs,
ITTs, budgets and cash flows to ensure efficient budget utilization and
progressive implementation of activities against approved plans.
·        
Guide the sector staff to develop and roll out
project specific initiatives e.g trainings , consultancy, publications ,
campaigns and other awareness activities to make sure approved external facing
engagements are technically sound and in accordance with the project
objectives; supports the solicitation process of trainers ,consultants etc to
support project implementation.
·        
Ensure timely planning and undertaking of
project procurements; works with the local and National Office Procurement
department to ensure procurements are carried out according to policy and are
both time and cost sensitive.
Project Documentation, Monitoring and Evaluation
·        
Coordinate with Response and National DM&E
specialist in assessments, monitoring, documentation and evaluation of project
activities.
·        
Track all project indicators using the ITT to
ensure all project outputs , outcomes and impact is realized
·        
Work with DM&E to create and roll out
project monitoring tools; provide leadership in project monitoring making sure
that the monitoring results are used to shape future interventions
·        
Document best practices, lessons learnt and
change stories for sharing with WV and Donor communities.
·        
Initiate all project M&E activities
,baselines , mid-term reviews , lessons learnt events , impact assessment and
end of project evaluation as per plans
·        
Ensure timely submission of monthly, quarterly
,bi-annual and annual and end of project reports in line with donor conditions
·        
Ensure project and beneficiary database is
developed and maintained
Finance management:
·        
Manage project finances and asset in line with
WV policy
·        
Carries out approvals and reviews in line with
approved authority levels
·        
Work with Response finance team to prepares cash
projections and address project finance reporting including monthly and
quarterly review of project transaction listing and final reports to ensure
correct charging of expense
·        
Track and Ensure budgets are spent according to
plans; provides monthly variance explanations to immediate supervisor making
sure all underages and overages in budget spending are addressed in a timely
manner.
Performance management and supervision:
·        
Manage, supervise and build capacity of staff
under his supervision.
·        
Conduct staff performance target setting and
appraisals in accordance with World Vision performance management framework
·        
Cultivate a positive team working environment
through staff coaching, mentorship and regular support to ensure all staff
development issues are attended to ; ensure the administration of effective
reward management systems according to World Vision P&C policies
·        
Asses and identify staff development needs and
advise management accordingly.



Qualifications, Skills and
Experience:
·        
The ideal candidate for the World Vision Project
Manager – WN Refugee Response Program job opportunity should hold a Degree in
Humanitarian related Discipline /Masters in a relevant field of study
·        
At least five years of NGO work, experience
implementing multi-sectoral grants at middle management or senior management
level in an INGO. Experience supporting livelihoods, Child Protection and WASH
projects will be an added advantage.
·        
Strong policy analysis and advocating skills
·        
Demonstrated ability to work in a facilitative
and participative approach.
·        
Strong background in Humanitarian coordination
·        
Refugee protection background
·        
Exceptional communication skills – ability to
coordinate people at all levels – government partners, donors, communities and
staff with diplomacy, tact and collaboration.
·        
Good budget management skills
·        
Must be a committed Christian, able to stand
above denominational diversities.
