Job Summary: The Project
Coordinator (ECCDiE) will primarily be responsible for the management and
accountability for ECCDiE budget and supervision of the ECCDiE team.  The jobholder will actively participate in
planning, implementation and monitoring of project activities to achieve the
set project objectives and targets. The ECCDiE will be directly responsible for
general implementation of IECCD in emergency interventions. The incumbent will
work closely with the relevant government stakeholders at district, national
levels, civil society organizations, NGOs to ensure effective coordination and
quality delivery of Integrated Early Childhood Care Development (IECCD) in line
with the national and international frame work and guidelines to Refugee and
host community Girls and Boys.
Key Duties and
Responsibilities:   
Scaling-up of Plan internationals’ Education in Emergency & Early
Childhood Care & Development in Emergency Interventions and in particular
the establishment of the programme team and Project implementation by:
·        
Providing leadership in the development of
ECCDiE project outlines, work plans, and project modifications.
·        
Conducting needs assessments, participatory
consultations and stock taking of existing capacities with the district and
sub-district stakeholders, and care givers to establish ECCD needs of
girls  and boys to inform the design and
delivery of ECCDiE  in an inclusive and
gender responsive manner.
·        
Partner with other relevant stakeholders to
establish, manage and oversee parenting, early learning, play, and other ECCD
and Education in Emergency initiatives.
·        
Develop a sound monitoring and evaluation
framework with appropriate indicators for IECCD activities to facilitate
assessment of progress and impact of interventions.
·        
Conduct onsite visits, periodical reporting,
on-going documentation and dissemination of experiences about Plan Uganda’s
IECCD interventions
·        
Create and manage a database with differentiated
information on children, caregivers and other primary beneficiaries by age,
gender and other aspects related to IECCD
·        
Closely work with resource mobilization
department in identification, mobilization and sourcing of financial and other
resources to expand / improve Plan international Education IECCD in emergency
interventions.
·        
In collaboration with Human Resource department
and the Emergency Response Manager to design and support the recruitment,
training, re-training and coaching for ECCD staff and Volunteers and other
related stakeholders as per ECCD standards, guidelines and regulations.
·        
Oversee mobilization and capacity building of
parents, care givers, community members and other stakeholders to get involved
and support delivery of quality IECCD services.
·        
Supervise, provide technical guidance and
regularly evaluate staff and volunteers as per national and international ECCD
standards, guidelines and regulations.
·        
Actively promote regular and participatory peer
to peer interaction, learning and progress sharing between ECCD staff and
volunteers and other relevant stakeholders.
·        
Organize periodical reviews and reflections with
ECCD staff, volunteers and stakeholders to discuss progress and address
challenges.
Strong network and links established with other key stakeholders
involved in ECCD related interventions and overall emergency response
.
·        
Organize, contribute and/or participate in
inter-sectoral working groups, forums, meetings or other initiatives within
this emergency response
·        
Orient and provide guidance to all ECCD staff
and volunteers to integrate ECCD initiatives with other sectors
·        
Promote co-facilitation, joint reviews,
co-implementation and sharing of resources with other sectors and actors
·        
Ensure Plan international Uganda’s ECCDiE
interventions are well represented with all stakeholders, the Education Working
Group and the overall emergency response networks.
Monitoring and Evaluation of ECCDiE Intervention: Conduct
onsite visits, timely reporting, on-going documentation and dissemination of
experiences about Plan Uganda’s ECCDiE interventions.



Qualifications, Skills and
Experience:
·        
The applicant for the Plan International Early
Childhood Care & Development In Emergency Project Coordinator (ECCDiE) job
vacancy must hold a Bachelor’s or Master’s degree in Education, Development Studies,
Social Sciences or any relevant field with wide demonstrated relevant
experience in managing ECCDiE or similar projects.
·        
At least five years of professional humanitarian
experience implementing education activities in Early Childhood Care and Development
and at least 3 years managing implementation of ECCD in the refugee contexts.
·        
Significant exposure and experience of Education
Sector coordination in emergencies context and experience in community
development or with INGO.
·        
Proven skills, experience, and knowledge of
Education in Emergencies,  with   particular attention to gender responsive
learning and capacity building
·        
Broad knowledge and understanding of the
Humanitarian Programme Cycle including experience with Humanitarian Response
Planning and/or Humanitarian Needs
·        
Experience of managing projects, including
project design, monitoring and evaluation (i.e. preparation of documents and
reports for external dissemination).
·        
Experience of and demonstrated ability to
effectively network with a diverse range of organizations and relevant
government departments at the district level
·        
Experience of applying relevant interagency
humanitarian frameworks and standards in education & ECCD in emergencies
(for example INEE Minimum Standards)
·        
Excellent writing, facilitation, and
organizational skills. Prior demonstrated results within the UN system or INGO
is an asset.
·        
Demonstrated empathy and positive attitude
towards children affected by crisis, their caregivers, and other stakeholders;
·        
Politically and culturally sensitive with
qualities of patience, tact and diplomacy
·        
Demonstrable ability to work and represent views
across different stakeholders taking part in the Education working group
coordination meetings at local and national levels.
·        
Understanding of opportunities to provide
integrated or cross-cutting humanitarian interventions with other sectors.
·        
Excellent communication skills and command of
the English language including ability to facilitate groups meetings.
·        
Strong drive for results and ensuring timely
delivery of quality products.
·        
Knowledge on tackling Inequality and exclusion
amongst vulnerable children.
·

and educational needs of children of different sexes and age especially girls,
their caregivers, teachers, and local stakeholders;
