Job Summary: The Program Manager-
Livelihoods will oversee livelihoods programming for the Catholic Relief
Services (CRS) Uganda Country Program (CP) within an emergency/early-recovery
context in support of CRS’ South Sudanese refugee response in northern Uganda.
The Livelihoods PM will be responsible for designing and implementing projects
advancing CRS’ work in serving the poor and vulnerable. Her/his management
skills and knowledge will ensure that the CP delivers high-quality programming
and continuously works towards improving the impact of its programming.
Specifically, the Livelihoods PM will primarily focus on activities under the
USAID/BPRM-funded Emergency WASH and Livelihoods (EWLS) Project that is
currently in start-up phase. S/he will also support potential future
emergency/early recovery livelihoods programming. S/he will lead the
livelihoods team, consisting of livelihoods project officers and savings and
internal lending communities (SILC) field officers, with responsibility for
technical strategy and implementation, day-to-day management and oversight,
staff capacity building, and project monitoring and reporting. The Livelihoods
PM will have a high level of self-initiative and use critical thinking skills
to identify and fill gaps. The position requires close communication and
coordination with all project staff involved in the emergency response. S/he
will work closely with other EWLS project staff and the CRS Uganda emergency team
to ensure cohesive, high quality programming and compliance with CRS and donor
policies and procedures.
Key Duties and
Responsibilities:  
  • Manage and implement all activities
    throughout relevant project cycles – project design, start-up,
    implementation and close-out – to ensure efficient and effective
    implementation in line with CRS program quality principles and standards,
    donor requirements, and good practices. Ensure project team and partner
    staff use the appropriate systems and tools.
  • Effectively manage talent and supervise.
    Manage team dynamics and staff well-being. Provide coaching, strategically
    tailor individual development plans, contribute to the recruitment process
    of project staff, and complete performance management for direct reports.
  • Take lead in learning with project staff
    and partner teams. Analyze and evaluate project performance data following
    MEAL policy. Proactively identify issues and concerns and use
    participatory processes to overcome implementation obstacles.
  • Serve as the key resource person in
    project design and proposal development in respective programming area,
    gap-filling and taking on growth responsibilities, as needed.
  • Effectively manage talent and supervise.
    Manage team dynamics and staff well-being. Provide coaching, strategically
    tailor individual development plans, contribute to the recruitment process
    of project staff, and complete performance management for direct reports.
  • Oversee the identification of staff
    capacity and technical assistance needs of partner organizations, as
    applicable, and capacity strengthening and required interventions to
    support quality project implementation.
  • Help identify, assess and strengthen
    partnerships relevant to livelihoods, applying appropriate application of
    partnership concepts, tools and approaches.
  • Coordinate and monitor financial and
    material resources relevant to project needs. Through planning and
    oversight ensure efficient use of project resources



Qualifications, Skills and
Experience:
  • The ideal candidate for the Catholic
    Relief Services (CRS) Program Manager- Livelihoods job opportunity should
    hold a Master’s degree in a field related to international development,
    agriculture, economics or equivalent relevant experience and Bachelor’s
    degree
  • At least two to three years of related
    work experience in a project management position with an international NGO
    required.
  • Project management experience in
    livelihoods, including financial inclusion, vocational training, income
    generation, and agricultural production required.
  • Previous exposure and experience with
    facilitation, capacity strengthening and partnership building, with the
    capacity to empower staff through opportunities for growth &
    development
  • Supervisory experience and management and
    team building skills
  • Excellent planning and organization skills
  • High degree of flexibility to work both in
    a team and independently
  • Previous experience in engaging with
    partner organizations
  • Prior exposure and experience in
    contributing to the development of technical proposals
  • MEAL skills and experience
  • Previous experience using MS Windows and
    MS Office packages (Excel, Word, PowerPoint), Web Conferencing
    Applications, information management systems.
  • Willingness to be based in rural northern
    Uganda and travel to field locations.
  • Strong critical thinking and creative
    problem-solving skills with ability to make sound judgment.
  • Strong relationship management skills and
    the ability to work effectively with culturally diverse groups.
  • Excellent written and verbal communication
    skills with ability to write reports
