National Roads Authority (UNRA)
Procurement and Disposal
Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Manager Works will be responsible for managing all works procurements of the
Authority including preparing the procurement plan, bidding documents, managing
the bidding and evaluation process, pre-contract negotiations, preparing and
issuing approved contract documents in line with PPDA Act 2003 and Regulations
2014 and Development Partners’ Procurement Rules and Procedures and respective
the financing agreements.
Responsibilities:
- Coordinate the process of preparation of
Annual Works Procurement Plan and departmental Procurement Plans based on
the approved budget and within the required timelines to ensure timely
completion in line with the UNRA Business Plan and statutory performance
agreement; - Monitor the implementation of the approved
procurement plan; - Periodically review the internal
procurement policies, practices and procedures to ensure relevance with
UNRA’s Business strategy; - Coordinate the implementation of the
procurement process to ensure compliance with the PPDA Act and Regulations
while achieving value for money; - Coordinate the preparation and submission
of technical inputs for works procurements initiated by user departments
in line with PPDA Regulations and UNRA guidelines; - Facilitate the smooth functioning of
Contracts Committee in line with PPDA regulations and guidelines; - Develop and maintain accurate systems to
follow up and implement decisions of the Contracts Committee on works
procurements in line with PPDA regulations; - Develop a storage system procurement
related documents and records in line with the PPDA Act and Regulation and
UNRA’s Records Management guidelines; - Develop and implement a system of managing
risks in the designs activities and develop risk mitigation measures; - Supervise and manage the performance and
development of staff in the department in line with UNRA’s goals, objectives,
policies and regulations.
Experience:
- The applicant for the UNRA Procurement
Manager Works job placement should hold a Bachelor’s Degree in Civil
Engineering, Procurement, Business Administration, or other relevant degree
from a recognized University; - Possession of a Masters’ Degree in a
relevant field or a Professional Certification/registration is required. - At least eight (8) years working
experience in public procurement with at least three (3) years working on
civil works procurements using PPDA Act, 2003, Development Partners’
procurement guidelines ( such as AfDB, World Bank, EU, JICA, Islamic
Development Bank, BADEA); - Previous experience in the preparation of
construction and consultancy bidding documents, evaluation reports and
contracts is required; - Knowledge of technical specifications and
design standards for the design and construction of roads and bridges will
be an added advantage. - High level of integrity;
- Ability to work as part of a team and to
develop subordinates; - Excellent interpersonal, particularly
staff/management relations, oral and written communication skills; - Strategic thinking and ability to work and
produce accurate results in an environment with multiple and challenging
tasks.
