worldwide. With a non-profit affiliate, the Center for Human Services (CHS),
URC manages projects in over 45 countries, including the United States.
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening. The Defeat TB project
goal is to increase TB case notification, case detection, and treatment
outcomes through health system strengthening with the aim of ending the TB
epidemic in Uganda.
Evaluation and Learning Specialist will support the implementation of the
project M&E and data systems. This includes working closely with the
project M&E and other technical staff in ensuring collection, analysis and
dissemination of information to track project progress at project and hospital
levels.
Responsibilities:
Work closely with project staff, to strengthen
collection, analysis and dissemination of information in relation to the key
performance indicators of the Project using MoH and Project HMIS systems and
tools.
Work together with the project team to support
efforts towards strengthening the use of the MoH HMIS tools, guidelines and
procedures at supported sites
Provide technical assistance towards the use of
HMIS tools, software and databases at facility, national and project level,
including HIBRID, DHIS2 and others that the Ministry may introduce.
Manage and maintain data quality management
procedures at project and facility level.
Offer M&E technical support and training to
the Project team including development of data collection tools, preparation of
statistical tables, data entry and analysis using appropriate computer
packages.
Actively participate in program surveys,
organizing and coordinating the preparation of quarterly, semi-annual, and
annual performance reports with program staff and partners and giving feedback
on M and E activities.
Participate in and support the Project
implementation team to document and disseminate lessons learnt and best
practices.

Experience:
The applicants for the USAID Defeat TB Project Monitoring,
Evaluation and Learning Specialist job opportunity must hold a Bachelors Degree
in Statistics, Quantitative Economics, I.T, Computer Science,
Postgraduate Diploma in Monitoring and
Evaluation or Project Planning and Management is a MUST
A minimum of five years’ experience in
monitoring, evaluation and learning in the context of TB, HIV/AIDS or any other
health related program area.
Proven skills in data analysis and vast
experience in working with information systems promoted by the Ministry of
Health and PEPFAR e.g. DHIS2, HIBRID, DATIM etc.
eligible to work in the Uganda for an indefinite period without a need for
sponsorship will be considered for this position.
