National Roads Authority (UNRA)
Audit
Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Audit Manager will be responsible for planning and conducting technical audits
on designs, procurement, supervision services, construction and maintenance
works for roads and bridges and any other engineering projects. The Manager
will also be responsible for assessing ongoing/completed works and services for
compliance with the set technical specifications and standards as well as best
practices. In addition the Manager will be responsible for determining value
for money in the delivered works and services.
Responsibilities:
- Prepare plan, budget and implement risk-based technical internal audit assignments in line with departmental work
plan; - Implement approved technical audit
guidelines, procedures and work practices; - Assess compliance with the set technical
specifications and standards as well as best practices; - Manage Internal Technical Audits in the
assigned units in line with International Standards of Auditing and any
other relevant technical (engineering) standard(s); - Document results of the audits and make
appropriate recommendations to the Board Audit Committee within the set
timelines; - Coordinate external technical audits in
assigned units and follow up on implementation of recommendations with
relevant departments/ regions/ stations; - Coordinate with the risk management and
compliance units of the organization’s risk assessment.
Experience:
- The applicant for the UNRA Manager
Technical Audit career opportunity should hold an Honors Degree in Civil
Engineering, Highway engineering or; - A Higher Diploma in Civil Engineering from
a recognized institution with a Master’s Degree; - For those with a Bachelor’s Degree, a
Master’s Degree in a related field and other post graduate qualifications
in Civil Engineering, Highway Engineering or other relevant field will be
an added advantage; - Hold valid registration with the professional
Engineers Registration Board (ERB) or its equivalent in the Commonwealth
is a must; - At least five years of auditing experience
in a large organization; - Certification as a CPA, ACCA will an added
advantage; - Computer literacy skills
- Demonstrated working experience in the
internal audit of an organization/business unit with diverse professions. - High level of integrity;
- Good track record of outstanding
performance; - Ability to work as part of a team and to
develop subordinates; - Excellent interpersonal, particularly
staff/management relations; - Excellent oral and written communication
skills; - Ability to manage/supervise multi skilled
teams and deliver accurate results in a timely manner and in an
environment with multiple and challenging tasks.
