Bridges and Structures
Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Bridges and Structures will be responsible for managing the construction and
rehabilitation of bridges. This will involve supervision, ensuring timely
acquisition of right of way where applicable, ensuring environmental and social
safeguards are complied with, timely progress reporting and preparation of
closure report detailing assets to be handed over, as built drawings. The
Manager Bridges and Structures will also be responsible for participation in
defining procurement specifications and accountability of the resources under
the department including human, financial and property.
Responsibilities:
Develop and implement operational strategies and
plans for managing the construction and rehabilitation of bridges in line with
the statutory performance agreement and in line with the UNRA strategy;
Supervise and update implementation schedules
for bridge works of bridges and structures’ in accordance with approved project
implementation plans, set standards, specifications and best practice;
Manage contracts for bridges and structures in
line with bridges and structures guidelines, contractual statutory
requirements, PPDA rules and regulations and other relevant stakeholder
requirements;
Carry out value engineering of major changes in
design, scope and construction methods in line with the approved guidelines;
Carry out quality and cost management of bridge
and structures works in line with set standards, best practice and contract
financing agreements;
Review bridge and structures designs and bidding
documents and make recommendation for improvement in line with set standards,
specifications and international best practice;
Plan and implement a system of managing risks on
upgrading/new road projects and develop risk mitigation measures;
Respond to audit reports and implement agreed
recommendations within specified time frames;
Manage performance and develop direct reports in
line with the performance management system of UNRA.
Experience:
The applicant for the UNRA Manager Bridges and
Structures career opportunity should hold an Honors Degree in Civil
Engineering, High Way Engineering or;
A Higher Diploma in Civil Engineering, High Way
Engineering from a recognized institution with a Master’s Degree in a relevant
field;
For those with a Bachelor’s Degree, a Master’s
Degree in a related field and other post graduate qualifications in Civil
Engineering, High Way Engineering or other relevant field will be an added
advantage;
Registration with the Engineers Registration
Board (ERB) or its equivalent in the Commonwealth is a must;
At least five years’ experience in bridges
construction;
Computer literacy skills
Proven experience and skills in project/contract
management of major construction works;
Demonstrated working experience in managing
diverse professionals.
High level of integrity;
Proven track record of outstanding performance;
Ability to work as part of a team and to develop
subordinates;
Excellent interpersonal, particularly
staff/management relations;
Excellent oral and written communication skills;
Ability to manage/supervise multi skilled teams
and deliver accurate results in a timely manner and in an environment with
multiple and challenging tasks.
