Job Summary: The Logistics
Specialist will coordinate implementation of the Primary Health Centre (PHC) –
Essential Medicines and Health Services (EMHS) programme at Joint Medical Store
for the Private Not-For Profit (PNFP) sector. S/he will support the provision
of relevant logistics data to ensure quantification and procurement planning by
JMS and also support monitoring and evaluation/ reporting to the Ministry of
Health.
Key Duties and Responsibilities:  
  • Compile data for monitoring and evaluation
    of the PHC EMHS programme.
  • Coordinate biannual procurement planning
    of facilities
  • Keeps an up to date supply chain aspects
    of risk register (updated on biannual basis) and follow up to ensure that risks
    are reported to management and mitigated appropriately.
  • Keenly monitor implementation of the
    supply chain aspects of the MoU/ contract with MoH on PHC conditional
    grant and ensure the provisions are implemented and regular reports
    submitted to the JMS.
  • Compile the quarterly performance report
    with regards to PHC at warehouse and facility level ordering and reporting
  • Keenly review PHC commodities orders
    received at JMS for errors and give timely feedback to facilities and the
    responsible diocesan health coordinators
  • Work in liaison with JMS, the medical
    bureaus, dioceses and stakeholders to carry out targeted support
    supervision in a bid to strengthen and improve ordering and reporting
    rates by PNFP health facilities
  • Carry out targeted logistics trainings in
    use of the PHC order form/report and provide technical support to users
    (i.e. facility mangers/in-charges)
  • Collect, analyze and present relevant
    logistics data to inform forecasting and quantification of PHC
    commodities.
  • Carry out in depth analysis of orders to
    produce and interpret trends in ordering, budget utilization, and
    consumption pattern
  • Review available logistics data and
    identify facility based logistic gaps for periodic Facility Data Quality
    Assessments
  • Develop and monitor a system for stock
    accountability and visibility from JMS through the 3rd party transporter
    to the hospital stores and on to the final recipient/patient.
  • Tasked with organization of route plans,
    dispatch and delivery of PHC commodities to the health facilities.



Qualifications, Skills and
Experience:
  • The ideal candidate for the Management
    Sciences for Health (MSH) Logistics Specialist job opportunity should hold
    a Bachelor’s Degree in Pharmacy, Economics, Procurement and Logistics or
    related fields equivalent.
  • A minimum of three years of hands-on
    experience of working in logistics, supply chain and/or monitoring and
    evaluation.
  • Practical experience warehousing and
    distribution management in a low income country setting
  • Good team player with strong interpersonal
    and leadership skills
  • Highly innovative and able to identify
    strategies for continuous business improvement.
  • Computer literacy i.e. Proficiency in MS
    Office applications (Email, Word, Excel, Excel, Power Point)
  • Demonstrated computer skills in MS Office
    Suite applications, including Word, Excel, and PowerPoint.
  • Strong English skills required, including
    ability to write lucid technical reports and documents.
  • Fluency in oral and written English
    required.
