Job Summary: The Grants
Officer will be responsible for providing Administrative support for all grants
at Medical Teams International-Uganda Country Office.  The functions shall include but not limited
to maintaining grants records, schedules, organizing regular grants meetings,
supporting program and finance team in processing proposals and agreements and
other special projects reports. Functions as primary point of contact for
Medical Teams International grant-related issues. The jobholder also ensures
compliance with donor financial policies and procedures, tracks and codes MTI
spending as per donor requirement, processes sub recipients quarterly funding
requests. The incumbent will prepare and participate in annual audits, monitors
banks balances and tracks internal spending records.
Key Duties and
Responsibilities:  
·        
Maintain an up-to date grants calendar including
donor and sub-award reportingdeadlines, grant opening, reviews and closure.
·        
Develop high quality funding proposals for
specific projects by working in collaboration with Programme team, deliver
proposals and budgets on time in accordance with the donor requirements.
·        
Work closely with the Programme and Finance team
to ensure reporting timelines are agreed and maintained and that quality
consolidated narrative and financial reports are submitted on time and in-line
with the donor requirements.
·        
In close relationship with the Accountants
monitor and address variances in finance reporting for all grants.
·        
Liaise with Programme team to monitor deviations
from the planned activities and agreed outputs for all grants and promptly
report any deviations to mitigate any future risk.
·        
Review MTI Policies and procedures to ensure
adherence to all grants rules and regulations for different donors.
·        
Coordinate and Participate in proposal
development and identification of grants for possible applications.
·        
Maintain all hard copies and electronic grant
files on behalf of the organization.
·        
Contribute to the business development process
and help implement action plans to improve quality of the grant assessment,
evaluation and administration services to help in developing proposals.
·        
Ensure prior approvals are sought for all
specific requirements as per donor requirements.
·        
Participate on donor and stakeholder meetings
and provide information about required key deliverables and strategies for
implementation.
·        
Ensures all routine financial and special donor
reports are prepared for review and approval by Country Director prior to
submission to donors.
·        
Develops, implements systems, and monitoring
procedures to ensure proper stewardship of funds.
·        
Documents financial management and budget procedures,
regular review and update grant management SOPs.
·        
Maintain comprehensive internal controls on
grant and financial management system, sub-contracts, and audit requirements
·        
Works with Senior Manager Finance to review
financial reports with Country Director.
·        
Keeps accurate and complete financial records
for each program.
·        
Conducts regular field office visits and
partners to ensure quality in all aspects of grant compliance.
·        
Keeps accurate and complete financial records
for each program.
·        
Keeps the relevant staff informed about upcoming
deadline on deliverable, thereby ensuring smooth completion of work
responsibility throughout the life of a grant processes.
·        
Coordinates and conducts compliance training
sessions on organization policies and donor specific requirements.
·        
Maintains current knowledge of local government
and international institution requirements related to financial matters.
·        
Works with the relevant stakeholder to ensure
delivery of high quality funding submissions, reflecting outcomes focused
programs.
·        
Other duties as assigned



Qualifications, Skills and
Experience: 
·        
The incumbent must hold a University degree in
Business Administration, Accounting & Finance, Progamme Planning and
Management. Preferred Master’s degree. Professional certificate
·        
At least three years’ progressive experience in
Grants Management overseeing multi-donor project funds, project management
preferably in health field.
·        
Proven experience in Project Management,
Financial Management and Budget Monitoring.
·        
Familiarity with Grant management Procedures and
Donors Relations.
·        
Experience with International NGOs(USAID, UN
agencies preferred)
·        
Good knowledge of Proposal development,
Financial and Budgeting management.
·        
Good Knowledge of Project Management in Health
Service Provision, Relief & Development (preferred)
·        
Extensive knowledge of Generally Accepted
Accounting Principles.
·        
Grant management skills including Developing
proposals and monitoring budgets implementation.
·        
Ability to work in diverse assignment and
respond to tight deadlines and changing priorities.
·        
Ability to place attention to details and
putting donor interest at forefront in programme implementation.
·        
Good communication skills
·        
Strong interpersonal skills and ability to
collaborate with all departments within the organization.
·        
Strong administrative skills in managing
documentations and project funding information.
·        
Ability to identify and evaluate possible risk
and provide mechanism for mitigation of the identified risks.
·        
Ability to develop and maintain strong relationship
between MTI, donors and the different stakeholders.
·        
Proficient in Microsoft Word & Excel, &
financial management software programs
·        
Ability to support Medical Teams International
