Job Summary: The Gender Technical
Advisor will provide technical advice and support to a range of program design
and implementation issues in the area of Gender in line with Catholic Relief
Services (CRS) program quality principles and standards, donor guidelines and
industry best practices to Country Program (CP) teams to advance the delivery
of high-quality programming to the poor and vulnerable. Her/his advice,
knowledge and support will contribute to determining how effective, adaptive
and innovative CRS’ Gender programming is across the globe.
Key Duties and
Responsibilities:  
  • The jobholder will offer technical and
    managerial oversight for any gender programmatic aspects; development
    gender based programs, monitoring and evaluation of ongoing gender-related
    activities and harnessing learning around engendered programing.
  • Apply best practices in gender programming
    to develop CRS Uganda gender strategy and use it to develop new projects
    and make recommend adjustments to project strategies and activities in all
    the CP projects.
  • The incumbent will also support ongoing
    gender related projects with respect to data collection, technical support
    to field staff and review of ongoing activities.
  • Facilitate a robust, cross-sectoral
    learning agenda that affords opportunity for regular reflection on, gender
    analysis and documentation of progress, achievements, challenges and
    lessons learned.
  • Build staff capacity in gender, possibly
    including gender sensitization training (or overseeing training) of
    projects staff in collaboration with CRS Regional and HQ technical staff.
  • Carry out field visits to monitor
    implementation as it relates to gender mainstreaming and concerns
  • Support and liaise with projects technical
    leads, field staff in the ongoing gender related programs to ensure
    accurate, timely reporting on gender mainstreaming to relevant
    stakeholders.
  • Serve as the CP Gender Focal Person and
    maintain communication with CRS Regional and Headquarter staff and
    externally with relevant partners, stakeholders and donors to ensure
    positive partnership environment.
  • Act as the technical representative of CRS
    Uganda in relevant fora and develop/maintain relationships with key
    stakeholders to promote the integration, ownership and sustainability of
    the gender mainstreaming.
  • Provide support in business development
    opportunities for gender development and participate in the annual
    budgeting process as needed.
  • Coordinate with and lead teams to the
    Community of Practice for Gender events and meetings.



Qualifications, Skills and
Experience:
  • The ideal candidate for the Catholic
    Relief Services (CRS) Gender Technical Advisor job opportunity should hold
    a Master’s Degree in gender development and programming, or field(s)
    related to gender development required.
  • At least five years’ relevant work
    experience with progressive responsibilities, ideally with an
    international NGO, with minimum of two years relevant field-based
    experience in gender development.
  • Extensive knowledge of technical
    principles and concepts in gender development. General knowledge of other
    related disciplines to ensure proper cross-sectoral approach.
  • Previous exposure and experience in
    project design and proposal development.
  • Previous experience in writing content for
    proposals.
  • Knowledge of capacity strengthening best
    practices.
  • Experience with program monitoring and
    evaluation and analysis.
  • Experience and skills in networking and
    relations with donors, peer organizations and faith-based and civil
    society partners. Understanding of partnership principles.
  • Computer literacy i.e. proficient in MS
    Office packages (Excel, Word, PowerPoint), Web Conferencing Applications,
    information and budget management systems, knowledge-sharing networks.
  • Good relationship management skills with
    ability to influence and get buy-in from people not under direct
    supervision and to work with individuals in diverse geographical and
    cultural settings.
  • Good strategic, analytical,
    problem-solving and systems thinking skills with capacity to see the big
    picture and ability to make sound judgment.
  • Good technical writing skills.
  • Excellent presentation, facilitation,
    training, mentoring and coaching skills.
  • Highly proactive, resourceful and
    results-oriented.
  • Good written and spoken English
