AIDS Information Centre-Uganda (AIC) works with other service providers
to ensure access to high quality HIV Counseling and Testing (HCT) services and
information. AIC offers HCT services, SMC, HIV Care & Support, Sexual
Reproductive Health services, BCC, Capacity Building and Development through 9
main branches, selected hospitals, health centers and antenatal clinics.

Project:
AIDS Information Centre (AIC) is a national Non-Governmental Organization
committed to improving the quality of life of orphans and other vulnerable
children. AIC is one of the Sub Recipient CSO implementing the USAID/Uganda
BETTER OUTCOMEs Project for Children and Youth in Eastern and Northern Uganda. The
consortium partners for the Better Outcomes Project include: World Education
Inc. /Bantwana (WEI/B) as the prime partner; Uganda Women’s Effort to Save
Orphans (UWESO), Mercy Corps, Youth Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project targets 6 districts of Northern Uganda, these include: Arua, Kitgum,
Gulu, Apac, Lira and Oyam.
Job Summary: The Youth
Technical Officer will be responsible for coordinating Youth field activities
on BETTER OUTCOMES Project for Children and Youth in Eastern and Northern
Uganda. He/she will work with the District Coordinator to improve capacity of
Youth structures in communities and support implementation, monitoring and
documentation of project activities, coaching, leadership, and support
supervision of District Based Trainers to ensure quality implementation of Better
Outcomes Youth component
Key Duties and
Responsibilities:   
·        
Develop
and implement quarterly, monthly and activity schedules in coordination with
the District Coordinator and Youth Officer.
·        
Keep
track of participants’ attendance levels in Youth Clubs
·        
Tasked
with coaching, mentoring and monitoring District Based Trainers (DBTs) to reach
Protection Economic Empowerment Clubs (PEECs), Peer Educators Clubs (PEECs),
Girls First Youth Clubs (GICs) and other youth groups referred to the
project.
·        
Work
with the Economic Strengthening Officer on rolling out economic strengthening
interventions for youth among PEECs, PECs, Girls First and other Youth groups.
·        
Work
with the BETTER OUTCOMES Case Management team to ensure effective case
management among the youth and referrals to respective service points for
integrated services.
·        
Compiling
activity and monthly technical reports about key implemented activities under
BETTER OUTCOMES Youth Program.
·        
Work closely
with District Based Trainers to map safe spaces for Youth Clubs
·        
Build
synergies with key stakeholders including Schools, local communities to support
roll out of the Youth Program
·        
Ensure
all records relating to work supervision are accurate and completed in
accordance with organizational/Project requirements.
·        
Carry
out evidence-based mapping of youths who will be part of the program through
PEECs, PECs and GICs in collaboration with M&E Officer.
·        
Send monthly
reports to the Supervisor
·        
Perform
any other duties assigned by the Supervisor



Qualifications, Skills and
Experience: 
·        
The ideal candidate for the USAID Youth
Technical Officer job placement should preferably hold a Bachelor’s Degree in
Social Work or related field from a recognized institution.
·        
A minimum of two years’ relevant experience in
community development, Mobilization, Training or Facilitation
·        
Excellent
interpersonal skills
·        
High degree
of flexibility and willingness to adjust to changing tasks.
·        
Ability
to manage high volume workload
·        
Have
good judgment and ability to make sound operational decisions.
·        
Ability
to work autonomously and as part of a multi-disciplinary team.
·        
Work
calmly under pressure and meet deadlines
·        
Willingness
to comply with set Organizational policies and procedures
·        
Computer
skills with expertise in word and excel
·        
Excellent
writing skills.
·        
Highly
confident person who displays initiative, creativity in all aspects of
Youth Program development
·        
Ability
to frequently and compliantly travel between operational Sub counties.
·        
Previous
experience in facilitating Youth Alive EFL curriculum and knowledge of the
local language is an added advantage.
·        
Knowledge
of the local languages and residence in Apac is an added advantage.
