About USAID Project:
UHMG was awarded the USAID/Uganda Social Marketing Activity, a
four-year cooperative agreement for a health sector-wide program. The program’s
goal is to contribute to a reduction in new HIV infections, total fertility,
maternal and child mortality, malnutrition and malaria, and to improve access
to family planning. This four-year activity aims to improve utilization of and
increase the uptake of health-related social marketing products and services
among under-served Ugandan consumers and communities in rural and urban areas.
Job Summary: The Finance
Manager – Product Facility will provide support to the Finance Department of
UHMG, by ensuring timely transaction reviews and approvals, budget tracking and
reporting, and adherence to internal controls. The position is responsible for
providing professional and technical accounting services for UHMG. This
position requires a person who has capacity in the areas of budgeting and
accounting. The person should have the capacity to work under minimum
supervision, keep a clean accounting system and procedures, as well as
undertake timely reporting.
Key Duties and
Responsibilities:   The Finance
Manager will be specifically responsible for the following tasks: –
·        
Keenly review all payment vouchers and cheques
for the Product Facility including a list of payments for approval.
·        
Ensure timely preparation of monthly and
quarterly management reports and timely submission of financial accounts to the
General Manager and Director Finance & Administration.
·        
Responsible for the budgeting and budgetary
control within the Product Facility.
·        
Manage the Administration issues within the
facility.
·        
Oversee all financial transactions of the
Product Facility to ensure their conformity with the established policies of
the Product Facility unit and UHMG as an organization.
·        
Work closely with statutory agencies like
National Social Security Fund, Kampala City Council, and Uganda Revenue
Authority, in filing statutory financial returns and remission of attendant
dues to these agencies on time.
·        
Prepare final accounts and liaise with external
auditors in carrying out annual audit of books of accounts on time.
·        
Support the supervisor in preparing financial
reports for the Product Facility Board Committee (PFC), and attend such
meetings.
·        
Regularly review the stock count reports and
ensure the variances are minimized
·        
Coordinate all finance matters with the Director
Finance & Administration
·        
Undertake any other duties as may be assigned
from time to time by the supervisor.



Qualifications, Skills and
Experience:
·        
The applicant for the USAID Project Finance
Manager – Product Facility should hold a Bachelor’s degree in a financial
related field or health related discipline.
·        
Professional qualification (e.g. ACCA, CPA) is
mandatory.
·        
Possession of a post graduate diploma or
Master’s degree in financial management will be an added advantage.
·        
A minimum of five years of experience in
managing the financial function of a busy profit-making organization.
·        
Computer literacy skills i.e. good knowledge of
MS Excel and accounting software packages preferably SAP, Sun Systems, and/or
Navision.
·        
Familiar with flexible, innovative, a team
player, with good communication, feedback, interpersonal and supervisory skills
and able to work with a multi-cultural team within the organization.
·        
Ability to delegate clearly, and have flair for
attention to detail.
