National Roads Authority (UNRA)
Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Master will give command to the Ferry in accordance with the Maritime
Regulations and he/she is responsible for supervising the day to day operations
of the ferry services. This will involve management of the ferry route schedule
to ensure that the planned routes are implemented, maintaining the ferry and
ensuring safety of equipment, passengers and transit traffic.
Responsibilities:
Ensure safe loading and navigation of the ferry
and manages ferry operations in line with departmental guidelines and
standards;
Draw up and regularly update crew rosters,
including timely provision for leave, sickness and other absences;
Undertake early morning checks of the ferry
condition, ensures it carries adequate fuel and other consumables, that all
safety facilities, such as life jackets are in place and serviceable and
certifies in the logbook that the vessel is fit for service;
Ensure the daily, weekly and monthly servicing
of the vessel(s);
Ensure the timely provision of stocks of fuel
and other consumables/inputs, authorizes and controls their issues, and
accounts for the resources;
Ensure that crew are fit for duty, wearing the
appropriate uniform and maintains strict discipline at all times;
Maintain the Daily Movement Log and ensures that
passenger-cargo manifests are completed by all ferry users and that all cargo
is declared prior to boarding the ferry;
Ensure that maintenance, cleanliness and
tidiness of all landing site facilities;
Communicate with the public and other
stakeholders on issues relating to the ferry service and ensures that safety
messages are passed over to the passengers;
Carry out monitoring of occupational health and
safety procedures in line with departmental standards and guidelines.
Experience:
The applicant for the UNRA Ferry Master career
opportunity should hold a Certificate of Competence in Marine/Nautical Science
at least class 3 or any other related qualification;
Computer literacy skills
At least five years’ experience as a Master on a
vessel of not less than 500 Gross Registered Tonnage (GRT).
High levels of integrity;
Ability to work as part of a team and to develop
subordinates;
Excellent interpersonal, particularly
staff/management relations;
Excellent oral and written communication skills;
Ability to manage/supervise multi-skilled teams
and deliver accurate results in a timely manner and in an environment with
multiple and challenging tasks.
