About DGF:
Democratic Governance Facility (DGF) was established by eight of
Uganda’s International Development Partners including Austria, Denmark, EU,
Ireland, Netherlands, Norway, Sweden and the UK to manage coherent, harmonized
and coordinated multi-donor support to state and non-state actors aimed at
enhancing democratic governance in Uganda. It is based upon three components:
Deepening Democracy; Rights, Justice and Peace; and Voice & Accountability.
Job Summary: The Facility
Accountant is mainly responsible for handling all the internal processing and
accounting activities including accountabilities related to the DGF FMU.
Key Duties and
Responsibilities:  
·        
Keenly review requisitions and invoices for
accuracy, completeness and proper supporting documentation before processing of
payments for the DGF in line with the approved budget lines and the DGF
policies.
·        
Submit payment documentation(manual and online)
torelevant authorisers for approval and ensure that all documents used to
support payments are filed and available as and when required.
·        
Make cash withdrawals required for programme
activities and the DGF Facility Management Unit (FMU), analyse and update cash
books for the DGF and prepare daily and weekly cash summary for submission to
the SFMA for review and approval.
·        
Manage petty cash/imprest payments, including
NAVISON posting, reconciliations and timely replenishment in line with DGF
business procedures.
·        
Review staff accountabilities to ensure they are
complete and accurate, identify areas of discrepancy and follow up differences
or variances identified to resolve the issue and reconcile the accounts on a
timely basis.
·        
Reconcile advances on a monthly basis and make
recommendations to hold payments to staff that have not accounted for previous
transfers or advances.
·        
Provide timely financial information to staff
and management on Areas of Intervention related activities as and when
required.
·        
Prepare the documentation used to update the
fixed assets register and conduct fixed assets audits for the DGF in
collaboration with the Senior Financial Management Advisor and Administration
and Logistics Manager.
·        
Remit statutory deduction schedules and payments
i.e. NSSF, PAYE, WHT and LST to the respective authorities and reconcile
regularly.
·        
Work in alignment with the Human Resource
Manual, maintain confidentiality about DGF and DGF implementing partners.
·        
Other tasks as assigned.



Qualifications, Skills and
Experience:
·        
The ideal candidate must hold a university
degree in an accounting-related field and a professional accounting
qualification such as CPA, ACCA or equivalent.
·        
At least three years’ experience in accounting
preferably in a multicultural environment.
·        
Experience in review of financial reports and
budgets.
·        
Extensive knowledge of local and international
accounting policies, procedures and standards;
·        
Knowledge of relevant laws.
·        
Problem solving and analytical skills.
·        
Ability to manage multiple priorities.
·        
Computer literacy i.e. knowledge in NAVISION.
·        
High integrity and honesty.
·        
Systematic and structured approach to work.
·        
Resilience – working well under pressure.
·        
Keen attention to detail and ability to produce
high quality work
