About DGF:
Democratic Governance Facility (DGF) was established by eight of
Uganda’s International Development Partners including Austria, Denmark, EU,
Ireland, Netherlands, Norway, Sweden and the UK to manage coherent, harmonized
and coordinated multi-donor support to state and non-state actors aimed at
enhancing democratic governance in Uganda. It is based upon three components:
Deepening Democracy; Rights, Justice and Peace; and Voice & Accountability.
Job Summary: The
Communications & Knowledge Management Advisor  is primarily responsible for ensuring timely
production/publishing of high quality information materials including reports,
videos, stories and fact sheets, strengthening documentation of results from
DGF supported work, facilitating good practice knowledge management and
learning methods among partners and other stakeholders.
Key Duties and
Responsibilities:  
Communication:
·        
Take lead in reviewing and updating the DGF communication
strategy including the Communication Guidelines for the implementing partners.
·        
Work in liaison with Program teams to produce
communications materials that support better public understanding of the DGF’s
work, including the public version of the DGF Annual Report and quarterly
newsletters.
·        
Ensure that all materials are in compliance with
the DGF communications strategy and the DGF branding guidelines.
·        
Maintain an informative and accessible DGF
website and social media accounts while ensuring that they are constantly
updated with DGF and partner information, stories, events, etc.
·        
Coordinate with Deputy Programme & Learning
Managers (DPLMs) and Programme Managers(PMs) to compile and share DGF and
partner events calendars and ensure that the events’ proceedings are documented
and shared with the Development Partners for representation and within and out
the FMU.
·        
Coordinate with Deputy Programme & Learning
Managers (DPLMs) and Programme Managers (PMs) to compile and share DGF and
partner events calendars and ensure that the events’ proceedings are documented
and shared with the Development Partners for representation and within and out
the FMU.
·        
Provide editorial and quality assurance support
to PMs to enhance readability and presentation of their documents, power-point
presentations, articles, and strategy documents.
·        
Catalogue Partners’ and DGF’s photos, media
coverage, reference materials, brochures for easy retrieval and reference.
·        
Review media channels, capturing key content to
the work and priorities of the DGF and share links with staff teams on a weekly
basis for information.
·        
Working with the Programme & Learning
Managers (PLMs), DPLMs, and the Human Resource Manager, contribute to the
capacity building and support for communication.
·        
Manage the DGF presence on social media
Knowledge Management:
·        
Work in close collaboration with the M&E
Advisors, develop and lead the implementation of a knowledge management
strategy for the DGF.
·        
Working with the MIS specialist, oversee the
management of information and information products within the DGF.
·        
Proactively lead the FMU team and the IPs to
share knowledge and ensure they are aware of and are using the knowledge
products in the facility repository.
·        
Work with the PLMs, DPLMs, and Senior M&E
Advisor to plan and implement strategies for identification, capturing and
documenting key successful interventions from partner organizations and package
them into knowledge products such as lessons learnt reports, case studies,
periodic newsletters, interest and success stories for dissemination to
stakeholders.
·        
In collaboration with the DPLMs, PMs and the
PLMs, produce the Semi-Annual Progress Reports and the Annual technical and
public versions of the DGF report.
Others
·        
In alignment with the Human Resource Manual,
maintain confidentiality about DGF and DGF implementing partners.
·        
Other tasks as assigned.



Qualifications, Skills and
Experience:
·        
The ideal candidate must hold a university
degree in Mass communication/Journalism, Information Management, social
sciences or any other related field. An advanced degree preferred.
·        
At least five years’ relevant experience
performing communication and advocacy work.
·        
Three years of leading development communication
and knowledge management
·        
In-depth practical knowledge of website development
and management.
·        
Understanding of governance issues and
terminology is an advantage.
·        
Ability to build strong relationships with
colleagues, focus on impact and result and responds positively to feedback.
·        
Demonstrates openness to change and ability to
manage complexities.
·        
Demonstrates strong oral and written
communication skills.
·        
Resilience – working well under pressure and
ability to manage multiple priorities
·        
Keen attention to detail and ability to produce
high quality work.
