Monitoring Officer
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Monitoring Associate will work closely with other functions related to
programme management and protection. The Operation Monitoring Associate will
explore on how to solidify the existing monitoring of delivered
programmes/indicators outputs. The jobholder will work closely with other units
to ensure operational support and guidance strengthen an integrated approach to
programme and protection priorities. The Operation Monitoring Associate will
need to maintain an effective relationship within and beyond the section as
well as coherently support a broader operationalisation process in all zones of
the country operation.
Responsibilities:
- Assist to support monitoring activities
within a country of field office. - The jobholder will also ensure that UNHCR
programmes generate quality evidence on the outcomes and effects of UNHCRs
food and protection assistance activities. - Ensure compliance with the UN rules and
regulations applicable for the execution of programme and projects. - Keenly monitor the projects executed by
the UNHCR programme through the preparation of programme/projects
guidelines. - Support the supervisor in the submission
of the country report and priorities for final approval by the senior
management. - Actively contribute to preparing of
required technical documentation and note for the files. -Work closely
with all protection and programme sections to ensure the smooth and
coordinated delivery of substantive inputs, tools and technical advice. - Assist to review, analyse issues, trends
and assess impacts against progress made in cross cutting themes specially
youth, gender and cohesively guide colleagues on the mainstreaming of
tools in these areas. - Make presentations on assigned topics and
activities for the sake of clarity. - Assist to revisit all contour of the
protection SOPs with a view of indexing all reported gaps to suggest key
steps to improve outreach approaches, the Transit Centers, the reception
process, legal assistance for individual cases, the prisons, resettlement
procedures, border management cases and safe heavens within the area of operations. - Provide support in the review and give
technical feedback to the supervisor on monitoring plans for new
programmes and budget revisions. - Actively contribute to the analysis of
outcome data and recommend improvements to programme interventions and to
enhance UNHCRs ability to demonstrate outcome focussed results. - Perform any other duties, as required.
- Responsive to policy: closely linked to
the policy interventions supported. That they should capture the essence
of a result according to a reasonable argument about which features they
can and cannot represent. -Robust: absolutely reliable, statistically
validated. - Timely collection of data: available when
needed, with room built in for debate and for revision when needed and
justified. - Under the supervision of the Operation
Monitoring Officer, assist to coordinate and support the team work and
specific interventions aimed at furthering operations
management/protection and integrative frame to advancing improved service
deliveries
Experience:
- The ideal candidate for the United Nations
UNHCR Operation Monitoring Associate job placement should have completed
secondary education with additional training/certificate in Sociology,
Statistics, Social Development, Development Economics or Performance
Management or other relevant field works. - At least six years of relevant experience
in related field operations. - Broad knowledge of the UN system, NGOs and
related practises. - Excellent computer skills and knowledge of
MS applications - Fluency in English.
- Extensive working knowledge of another
relevant UN language and local language - Completion of UNHCR learning programmes or
specific training relevant to the function. - Knowledge of UNHCR specific programmes (MSRP,
Focus)
