About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international protection
to refugees; seek permanent solutions for the problems of refugees and
safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Finance
Associate supports the United Nations High Commissioner for Refugees (UNHCR) by
processing all financial transactions. S/he keeps frequent contact with staff
at various levels in the office and URA officials to exchange information.
Key Duties and
Responsibilities:  
  • The Finance Associate maintains financial
    records for office accounts for which responsibility is assigned. Codes
    and records receipts and payments, assures accuracy of computation and
    completeness of documents
  • The jobholder also processes VAT and
    Excise Duty Claims
  • Performs VAT and Excise Duty Audits
  • Follows up VAT and Excise Duty refunds and
    reconciles VAT Receivable Account
  • Regularly checks for changes in the URA
    systems on VATand Excise Duty Claim requirements
  • The incumbent prepares recurring reports
    on assigned accounts, noting problems resulting from excess cost or
    less-than-expected receipts.
  • Prepares special reports to clarify
    problems or as requested for other reasons
  • Prepares routine correspondence and
    maintains personal and telephone contacts with vendors, URA and Ministry
    of Foreign Affairs to discuss matters concerning VAT and Excise Duty
  • Closely follow up with the Ministry of
    Foreign Affairs on all the procedures taken to get the Excise Duty claims
    approved
  • Updates and maintains contacts with local
    banks to clarify questions pertaining to office bank accounts
  • Briefs and assists newly arrived
    international staff, experts and consultants on basic financial procedures
    and requirements with respect to payments, entitlements, banking and
    currency provisions and other requirements relating to accounts and
    finance
  • Performs any other duties as required.



Key Performance Indicators:
  • Financial transactions and reconciliations
    are processed in line with relevant policies and procedures.
  • A smooth operational work is ensured
    through timely payments, cash replenishment and monitoring of expenditure
    and budget balance.
  • Initiate correspondence to verify data,
    answer queries and obtain additional information on accounts and financial
    transactions, as required.
  • Verify that the financial transactions are
    correct and in accordance with UNHCR rules and procedures.
  • Financial reports are provided as per
    financial guidelines and when required
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Finance Associate job placement should have completed secondary
    education with post-secondary training/certificate in Accounting, Business
    Administration, Finance or related fields.
  • At least six years of relevant work
    experience.
  • Computer literacy i.e. proficiency in MS
    Office applications, People Soft
  • Fluency in English and working knowledge
    of another relevant UN language or local language.
  • Knowledge and work experience of MSRP
    Finance applications.
  • Good knowledge of UNHCR Financial rules
    and procedures.
  • Completion of UNHCR learning programmes or
    specific training relevant to the functions of the position.
