About US:
The National Environment Management Authority (NEMA) was established
under the National Environment Act Cap. 153 to promote and ensure sound
environmental management practices for sustainable development in Uganda.
Job Summary: The Senior
Human Resource Officer will support the human resource function of the
Authority.
Key Duties and
Responsibilities:  
  • Play a role in formulating and
    operationalizing the human resource manual and the code of conduct;
  • Implement job design, organizational
    structures and work load distribution decisions;
  • Implement improvements to HR programs and
    systems particularly in relation to wage management and legislative
    changes;
  • Ensure remuneration information and
    knowledge is current and appropriate to the business needs of the
    Authority;
  • Implement the staff welfare schemes;
  • Ensure the proper maintenance and update
    of human resource records;
  • Ensure harmonious relations among staff by
    prompt handling of staff grievances ;
  • Implement staff recognition programs
    geared towards staff motivation and team building;
  • Guide staff on human resource policies and
    legislation which concern them; such as conditions of service, Government
    legislation, code of conduct and policies and procedures;
  • Counsel staff where necessary;
  • Carry out staff exit interviews;
  • Manage the training programmes for staff
    and evaluation thereof;
  • Perform any other duties as may be
    assigned by Management.



Qualifications, Skills and
Experience:
  • The ideal candidate for the NEMA Senior
    Human Resource Officer job opportunity should hold a Bachelor’s degree in any of
    the following: Social Sciences, Human Resource Management, Public
    Administration.
  • Possession
    of a Master’s degree in any of the above.
  • Membership with Human Resource
    professional body
  • At least five years of relevant working
    experience; 2 of which must have been at an officer level in a reputable
    organization.
  • Capacity
    to work with minimum supervision;
  • Good
    communication and interpersonal skills;
  • Excellent
    reporting skills;
  • Ability
    to work independently and with strong organizational and planning skills.
